【禁聞】深圳信訪條例禁自殘 民冤訴無門

【新唐人2011年3月1日訊】《深圳經濟特區信訪條例(草案)》已正式提交深圳市人大常委會審議,其中禁止信訪人自殘、自殺等。生命對於每個人都是最珍貴的,那麼,甚麼原因促成這些上訪人士選擇這種極端的方式對待自己?新的信訪條例是否能使中國社會更加公正與和諧了呢?一起來看一看中國民眾的態度。

近年來,對待上訪人士,有名人學者指責他們是“精神病”,有警員保安在信訪站門口、火車站圍追堵截他們。被抓的上訪民眾有被非法拘押在黑監獄裡的,也有被判勞教的,還有在勞教所裡突然死亡的。在深圳最新的這份信訪條例草案中,甚至禁止上訪者使用令人厭惡的服裝。

山東訪民袁女士:“哎呦!誰捨得自己的身體呀?再有多的錢、再有多的東西,也不如命啊!沒辦法,逼的!無處說理去,無處說冤去。逼到連口飯都沒有的時候,老百姓只能是自殺。他也不忍心去傷害別人,只能傷害自己。”

大陸三鹿奶粉受害者家長趙連海的辯護律師彭劍,明確反對這一提案。

彭劍律師:“我認為這樣立法是涉嫌侵犯了公民的這種表達的自由,我認為這樣是不妥的。我個人是持反對態度的。人的表達權也是同樣應該受到保護的。”

上訪已經成為中國各大城市的一道社會景觀。靠堵、靠壓真的能根治上訪嗎?

深圳楊女士:“因為實在是求助無門。我現在是深有體會了,以前我看到新聞了,我就會覺得,啊,他們太傻了。實在走到走投無路的情況下,逼到人家走這條絕路。我們真的是有話說不出啊。”

近年來,大陸貧富差距日益加大,官員腐敗、官商勾結等因素造成社會矛盾日益激化,每年全國各地維權抗暴事件多達上萬起。上訪民眾渴望申冤的領域,主要表現在房屋土地等財產問題、生命健康等安全問題,以及工資合同等社會公正性問題。

去年年底轟動全國的錢雲會案件,就是因為浙江溫州寨橋村的土地徵用中官商和民眾出現尖銳矛盾。

the Shenzhen People』s Congress for review.

The regulation forbids self-injury and suicide.

Life is precious for everyone.

Why would the petitioners abuse themselves like that?

to Chinese society?

Some Chinese scholars called the petitioners “lunatics.”

Police would stop them at the railway station or

at the entrance of the Letters and Visits office.

Some petitioners detained are put in “black jails,”

some in labor camps.

Some even died in labor camps abruptly.

The new draft of the regulation forbids petitioners

to wear disgusting attire.

Ms. Yuan, a petitioner from Shandong:

“Who wants to risk his or her life?

Life is more precious than anything else.

But we have no way out and no one to turn to.

When people were deprived of everything,

All they could do is to commit suicide.

They wouldn』t want to hurt others.

So they would hurt themselves.”

Peng Jian, attorney for Zhao Lianhai, parent of tainted

milk powder victim, is against the draft regulation.

Peng Jian: “To have a regulation like that is to violate

people』s right of free expression.

I don』t think it is proper. I am against it.

People』s right for expression should be protected.”

Petitioning has become a social phenomenon in

all major cities in China. Will suppression stop it?

Ms. Yang of Shenzhen: “People are helpless.

Now I can fully understand it. In the past,

when I saw them in the news, I would think,

Oh, they are so stupid.

Now I see that they are in a desperate situation and

forced to take the last resort.

We really need a channel to vent the grievances.”

The disparity between the rich and poor is escalating.

Social conflicts worsened by the corruption and

collusion between the officials and business people.

Each year, tens of thousands of uprisings took place

around the country.

The problems that need addressing focus on

house and land properties, health and life safeties,

and social justice issues, such as unpaid wage or

unfulfilled contracts.

The Qian Yunhui case that shocked the nation last year

was a reflection of the conflicts in land seizure issue.
