【禁聞】曝豪華政府樓 齊崇淮延長囚禁8年

【新唐人2011年6月13日訊】山東近來也出現了「媒體界的李莊案」。四年前滕州市雄偉豪華的市委大樓圖片在網上熱傳,成為官員腐敗、罔顧民生的一個標記。當局認定《法制早報》記者齊崇淮是幕後推手,判囚他四年。今年6月25號齊崇淮本該刑滿出獄。令人意外的是,他再次被立案偵查,延長刑期八年。

6月9號下午,原《法制早報》山東發行部主任齊崇懷,被山東省滕州市法院以敲詐勒索罪判處有期徒刑三年,以職務侵佔罪判處有期徒刑六年。合併執行十二年。也就是說,齊崇淮還要繼續坐監八年。

辯護律師劉曉原在博客上指出,這個判決是「報復性執法」。當局除了重復指控外,還有一個很大問題是,從案卷證據材料中,找不到「被害人」。

劉曉原諷刺說,漏罪的報案來的真是及時。今年3月28號,滕州市東郭鎮辛緒村一家澱粉廠員工到派出所報案,指2006年時,齊崇懷以採訪報導為名,敲詐澱粉廠現金 4000元。

苦苦等待丈夫四年,以為6月25號馬上可以團聚的齊崇淮妻子焦霞,聽到判決結果如雷轟頂,徹底絕望。她曾經爬到滕州市委大樓頂部想跳下去,但是被人攔住。於是她從政府門前的一座小橋跳了下去,又被人救了起來。

焦霞:「真的絕望了。沒有真理了。看到他們領導們那麼瘋狂的樣子,那麼囂張的樣子,真的得意忘形的樣子。我真的崩潰了。我連孩子都不想了。我想我老公既然為曝光你們滕州市委大樓,就因為你們滕州市委大樓,我老公被送刑的。我就想在滕州市委大樓那裏做個了結吧。」

劉曉原的博文中還表示,齊崇懷告訴他,當局再次陷害他,可能與他進監獄後又寫了曝光材料有關。他撰寫了數十萬字的紀實作品,例如「監獄服刑人員生存調查」、「反腐記者獄中絕食」、「滕州監獄服刑人員的悲慘生活」等文章。這些材料輾轉從山東棗莊監獄傳出,曾在海外大紀元網站連載。

齊崇淮在棗莊監獄時這些手稿曾被獄方發現,招致獄方安排犯人「滅口」,他險些失去生命。從被捕到在獄中服刑,齊崇淮無數次遭到暴力毆打和殘酷迫害,身體健康受損嚴重。

焦霞表示孩子需要父母,懇求媒體幫她丈夫洗清冤屈。她說山東的司法界就像重慶一樣黑。

焦霞: 「我丈夫臨近出獄了,6月25號還有幾天就要出獄了。又十二年。怎麼讓人好接受?根本就不成立的。他又不是在裡面犯了新的案子,你幹甚麼判他?原來起訴過的,又重新提起指控,明顯就是打擊報復,他們的最終目的就是不讓他出來。」

齊崇淮,原受聘《中國安全生產報社》,擔任山東記者站副站長。後來又受聘成為《法制早報》山東事業發展中心主任。齊崇淮是資深新聞人,以「反腐記者」著稱。2007年他與朋友以匿名在網絡發圖片曝光滕州豪華政府辦公樓,引發社會關注。網友群情激憤,要求當事政府說明真相。滕州警方調查出「幕後推手」是齊崇淮。2007年6月25號深夜,警方破門而入抓走齊崇淮。

Jailed for Exposing Corruption

In 2007, imaged of the luxurious government building

of Tengzhou City in Shandong, circulated online.

They became a sign of government corruption.

Authorities sentenced Qi Chonghuai, a reporter of

China Legal News, to 4 years in jail for posting them.

Qi should have been released on June 25, 2011.

However, his term was extended for 8 more years.

On June 9, 2011, jailed ex-director Qi Chonghuai of

China Legal News in Shandong was sentenced

by Tengzhou Municipal Court to 12 years in total

for extortion and embezzlement. This means,

Qi would remain in prison for 8 more years.

Qi』s defense lawyer Liu Xiaoyuan wrote on his blog,

that the verdict was "retaliatory law enforcement".

Besides the prosecutor repeating the same allegations,

the “victims” in these cases are not documented.

Liu said, the new allegations came rather “timely”.

On March 28, 2011, a starch factory worker in

Xin Xu Village in Tengzhou, reported to the police

and accused Qi of extorting from the factory in 2006.

Waiting eagerly for her husband for 4 years,

Jiao Xia was crushed upon hearing the verdict.

She tried to jump from Tengzhou government building

but was luckily stopped by people.

She then jumped from a bridge near the building

and was rescued by people.

Jiao Xia: I am really desperate. There is no truth.

Seeing the government officials』 crazy appearance,

their arrogance and aggression, I really collapsed.

I do not even consider my child now.

My husband was punished for exposing pictures of

the luxurious Tengzhou government building.

So, I wanted to end my life there.

Liu blogged that Qi said that he was framed again,

possibly because he exposed the prison conditions.

Qi has documented his investigations of prisoners,

including their living conditions and hunger strikes.

His reports were taken out of Zaozhuang Prison

and published on the Epoch Times website.

Qi』s manuscripts were discovered by prison guards.

They ordered the other inmates to “silence" him.

As a result, Qi almost lost his life.

He suffered countless beatings and cruel persecution.

His health is seriously damaged.

Jiao Xia said their child needs both parents.

She begs the media to help clear Qi』s name.

She said the judiciary system in Shandong is dark.

Jiao: Qi was supposed to be released on June 25.

12 years…how can it be accepted by us?

The cases against him are simply not substantiated.

He is not guilty of any new crimes.

They sued before and are filing charges again.

This is obviously retaliation.

Their ultimate goal is to keep him jailed.

Qi previously worked at China Journal of Safety

and as a director at China legal news in Shandong.

A senior journalist, Qi was known for "anti-corruption".

In 2007, he and a friend posted pictures to expose

Tengzhou government』s luxurious office building.

Enraged netizens demanded the truth from authorities.

After investigation, Tengzhou police arrested Qi

on June 25, 2007, after breaking into his home.
