【禁聞】黑監獄猶在 訪民「冤遇」何時了?

【新唐人2011年8月13日訊】進京上訪,往往是冤民昭雪無門,希望進京信訪解決問題。但很多訪民到北京後,問題得不到解決卻落入黑監獄,受到粗暴對待,完全失去了人權。有的被遣返原籍直接「勞動教養」,更是有冤難申。有評論認為,要杜絕「黑監獄」,當局必須退回監管者的角色,而不是「控制者的角色」。

在「安元鼎保安公司」開設的「黑監獄」被打掉後不到一年,北京再現「黑監獄」。連日來,「北京再現安元鼎」的消息被多家媒體曝光。

「黑監獄」是指那些保安公司,或者各省地方官員設置的,專門用來非法關押來京上訪者的地方。

江蘇徐州訪民薛文霞,因為丈夫冤死上訪了14年,遭到多次關押。今年7月28號晚上,薛文霞和同伴楊玲一起被抓走。

薛文霞(江蘇徐州訪民):「我們上廁所,被當地駐京買通的不知是哪裏人,弄去了麵包車。四個人把我們摁腦袋低(頭),當時就燎我們兩個女性臉上火。問你還來北京上訪不?政府黑就黑,政府就是不讓人告狀,就是你們的政府叫我來逮人的。」

薛文霞回憶,她們被多次換車後,才送到一間「黑窩」。她們還被多次毆打。

《瞭望》新聞週刊去年披露,各省市在京設立的、針對上訪人員的臨時勸返場所,有73處,有的是農民的出租屋,有的是賓館、旅店、招待所。

中共當局今年一月出臺所謂「各地駐京辦管理政策」,命令在半年內撤銷數千家駐京辦,但「黑監獄」的問題,並沒有因為撤銷駐京辦而消失或減少。

河南訪民李春霞證實,黑監獄到處都是,幾乎所有訪民都被關過黑監獄,甚至有訪民被關了200多天。

李春霞(河南訪民):「每個省、每個市都有黑監獄。08年以來,就讓我關在黑監獄。有個黑監獄設在北京,有個黑監獄設在外地。我光在當地黑監獄關我6、7次,然後在北京黑監獄關了一次。我是懷著孕就被關了黑監獄裡。」

李春霞還表示,在黑監獄中,訪民的通信工具被收走,沒有任何自由,黑保安隨便可以毆打訪民。

黑龍江被強拆住房的訪民張寶珠透露,北京南站的上訪群眾當中,每位訪民都有被拘留、教養、被悶黑監獄的情況。她也不例外。

張寶珠(黑龍江訪民):「我的房子被強拆了,一分也不給補償,政府官員侵佔。完了我不服上北京告狀。告狀之後,在04年11月份,用顧黑保安,在中紀委門口7、8小夥子把我抓住摁住車裡。抓回去把我扔到拘留所,最後扔到看守所,判我三年教養。」

關注中國民眾權利的「民生觀察工作室」負責人劉飛躍對《美國之音》表示:駐京辦在明處,黑監獄在暗處,正因為在暗處,黑監獄就很多,也無法統計。根據他的了解,將訪民和異議人士送入黑監獄和精神病院的做法,非常普遍,很多地方當局就是用這種手段,設法臨時或永久的阻止民眾上訪。

《南方都市報》對此發表社論指出,恐怖的「黑監獄」聚集太多人性的陰暗與制度的醜惡,它的存在是上訪者的夢魘,也是執政者的恥辱,更是這個時代道德底線被衝破的明證。要割斷「黑監獄」出現的利益鏈條,政府在制度層面必須退回監管者、協調者的角色,而不是「控制者的角色」。

不過,一些長期冤屈得不到解決的訪民,也欣喜聽到了一個令他們振奮的消息:日前,在《大紀元退黨網站》上公開聲明退黨、退團、退隊的「三退」人數,已經超過了一億人。

上海拆遷戶訪民代表張君偉對此表示,共產黨比秦始皇還要暴政,中國的老百姓像被關在籠子裡的動物,任人宰割。共產黨又好比寄生蟲吸老百姓的血,人民對它恨之入骨。越來越多人退黨,代表越來越多人唾棄共產黨,它解體在即,希望更多的中國人趕快公開聲明「三退」。

Illegal Prisons for Petitioners

Petitioners go to Beijing from other places,

in the hope to redress their injustices.

However, many people didn't get their problems resolved,

but instead were manhandled in illegal prisons.

They completely lost their human rights.

Some were repatriated to their hometown

and directly to "reeducation through labor camps,"

Thus, it is even more difficult to redress their injustices.

Some commentators believe that to eradicate illegal prisons,

the authorities must take the role of a monitor,

instead of the role of a master.

After the "illegal prison” set up by Anyuanding Security

Company was destroyed less than a year ago,

"illegal prisons" in Beijing are found and reported by media.

"Illegal prisons" refer to those places used to imprison

petitioners coming to Beijing.

They are set up by security companies or local authorities.

Xue Wenxia, from Xuzhou, Jiangsu, has been petitioning for

14 years for her husband's tragic death.

She has been repeatedly imprisoned.

On July 28, 2011, along with another petitioner Yang Ling

Xue was taken prisoner.

Xue Wenxia (Petitioner): "We went to use a public restroom.

Some unknown people forced us into a van.

Four people pressed lower our heads and torched our faces.

They yelled, will you still appeal in Beijing?

Your local government is dark and disallows people to petition.

Your government told us to arrest you. "

Xue recalled that, they were transferred few times and

finally sent to an "illegal jail." They were beaten repeatedly.

Outlook news weekly revealed in 2010 that

provinces set up temporary locations in Beijing

persuade the petitioners to return to their home provinces.

There were 73 locations in total,

including farm houses, hotels and guest houses.

In January, 2011, the authorities issued the so-called

“Administration Policies of Provincial Offices in Beijing."

They ordered the removal of thousands of these offices

within six months, but this didn』t help the illegal jail issue.

Li Chunxia, a petitioner from Henan, confirmed that

the illegal prisons are everywhere.

Almost all petitioners have been held in illegal jails,

and some were even detained for more than 200 days.

Li Chunxia: "Every province, every city has illegal jails.

I have been in and out of these illegal jails since 2008.

I was put in the local illegal jails for 6 to 7 times,

and once in an illegal prison in Beijing.

I was imprisoned, when I was pregnant. "

Li said that petitioners' communication tools are taken away

in the illegal jails. There was no freedom there.

And the security guards could beat the petitioners at will.

Zhang Baozhu, a petitioner from Heilongjiang, had her house

forcefully demolished, said that

every petitioner living at Beijing South Railway Station,

has been detained, brain washed and sent to illegal prisons.

Zhang Baozhu: "My house was demolished by local officials,

and they gave me no compensation at all.

I went to Beijing to petition. In November 2004,

I was trapped by illegal security guards hired by officials

at the gate of the Central Discipline Inspection Commission.

Seven or eight young men threw me into a van.

I was detained and sentenced to three years in prison. "

Liu Feiyue, head of the Civil Rights & Livelihood Watch,

a human rights organization, told Voice of America that

the illegal jails are operating in the dark,

thus there are no statistics about them.

He said it is very common for local authorities to send

petitioners to illegal jails and psychiatric hospitals,

to prevent them from petitioning temporarily or permanently.

Southern Metropolis Daily published an editorial saying that

horrible illegal jails reflect the ugliness of the current system.

Their existence is a nightmare for the petitioners,

and also the shame of those in power.

They are the proof of the moral decay of this era.

To eliminate illegal jails, the authorities must take the role of

a monitor, instead of the role of a master.

But some petitioners with long-term unresolved grievances

happily received good news from the Epoch Times:

Recently, more than 100 million people have publicly

announced their withdrawal from the CCP.

Shanghai Petitioner Zhang Junwei stated that the Communist

Party is even worse than the tyrannical First Emperor.

The Chinese people are like animals locked in a cage,

subject to the authorities' slaughter.

It is just like a parasite sucking people』s blood,

Chinese people hate the Communist Party so much.

Now, more and more people quit the party,

which will be disintegrated soon.

I hope more Chinese people will soon publicly

quit the Chinese Communist Party."
