【禁聞】農村戶籍亂 越南新娘失蹤無法管

【新唐人2011年8月23日訊】湖南省部分偏遠山區,最近發現數百名「越南新娘」集體失蹤後又被拐賣的離奇事件。由於這些新娘都是丈夫從人販子處買來的,沒有結婚證也沒有戶口,新娘失蹤了也不敢報案。她們來自哪裏?她們去向何方?這是一片法律照不見的灰色地帶。

湖南省婁底市雙峰縣的一個貧困山村,近日有村民報案,說他的越南籍新娘失蹤後打電話回家要他們匯款贖人,懷疑這是人販子策劃好的陰謀,於是將媒人找來後送往派出所,不過當天晚上警方又將這二人(媒人)給放了,令村民無法理解。

據村民說,2008年前後,村民馮志成和胡國強開始為村裡面大齡的男性仲介越南女子,每個費用3到5萬不等。許多村民原本以為自己娶的是雲南姑娘,後來才發現,她們的身份資料都是造假的,原來她們都來自越南,相關部門查不到她們,而她們就像隱形人一樣在當地生活著。

水洲村村民胡建和,3年前花了36388元簽了一份協議書,就把馬正芬領回家了。而當時協議執筆人就是前村支書胡春梅,同時也是地方政府見證人。胡建和說,當時協議書上寫的馬正芬戶籍資料,是雲南省廣南縣八寶鎮楊柳村,辦結婚時才發現是假資料。一年後,馬正芬為他生下一個女兒,他也打消了所有疑慮。

不料,最近胡建和、胡求來他們的妻子同時莫名失蹤。兩個月後,二人也幾乎同時接到妻子打回來的求助電話,哭訴她們被拐賣了,要他二人準備二萬塊去把她們贖回來。

住在黃石村的胡新發的「越南新娘」楊金美說,最近她們都接到一個操越南口音的男子打電話問她們想不想家,他可以帶她們回家,她差點也跟著失蹤了。

楊金美原籍越南,2008年,她和媽媽、嫂子、姪女4個人到中越邊界的雲南境內趕集時,她和姪女被4個陌生的男人挾持,之後分別被賣到各地。她還聽說在雲南有很多專門做這樣生意的老闆。

雙峰縣梓門橋鎮是這次「越南新娘」集中失蹤的主要地區,當地一些離過婚或年紀偏大、家庭經濟條件不佳的農村男子,靠買賣婚姻找對像,這種情況非常普遍,但究竟具體人數有多少,村民說可能有一、二百人,政府部門卻說很難掌握確切數字。

一些鄉鎮幹部表示,農村戶籍管理比較混亂,使得農村人口的調查嚴重滯後。不過據《新華社》報導,性別不平衡與中國選擇性墮胎以及女嬰被殺害,到2020年時,數百萬適婚中國男子將因為男女比例失衡,可能會淪為單身漢。

一些專家也分析,目前這種基於買賣關係的婚姻,已經滋生了許多新的社會問題。

Vietnamese Brides without Identities

In some remote mountainous areas of Hunan Province,

recently hundreds of "Vietnamese brides" went missing

collectively and then were sold by human traffickers.

As these brides were bought by their husbands from traffickers,

they have no marriage certificates.

Their husbands dare not report their disappearances

to the police. This is a legal gray area.

At a poor village in Shuangfeng County, Loudi City of

Hunan Province, a villager reported a case that

his Vietnamese bride went missing and

someone called him asking for a ransom.

The villager suspects it to be a conspiracy by

a human trafficker and the matchmaker.

He took them to the police station.

But later in the evening, the police released them,

to the villagers』 surprise and incomprehension.

According to the villagers, Feng Zhicheng and Hu Guoqiang

started to introduce Vietnamese women to the villagers

around 2008, charging RMB 30,000-50,000 per person.

Many villagers thought the girls were from Yunnan Province.

But they later discovered that they are all from Vietnam.

They have fake ID』s and their identities cannot be verified.

Shuizhou village resident Hu Jianhe spent RMB 36,388

three years ago and signed an agreement to buy Ma Zhengfen.

The agreement was signed by the former party secretary

of the village, Hu Chunmei, as the local government witness.

Hu Jianhe said that the agreement states Ma is from

Guangnan County of Yunnan Province.

When they registered for marriage, he found out that her

identities are all fake.

A year later, Ma Zhengfen gave birth to a daughter,

and he also eliminated all his doubts.

Unexpectedly, recently, both wives of Hu Jianhe and

Hu Qiulai went missing at the same time.

Two months later, they got calls from their wives asking

for ransom almost at the same time.

Their wives said they were abducted, and asked the

villagers to prepare RBM 20,000 to redeem them.

According to the Vietnamese bride of Hu Xinfa, Yang Jinmei,

from Huangshi Village, they have recently received calls

from a man with a Vietnamese accent, saying that

he could bring them home to Vietnam.

Yang almost followed the other women to go missing, as well.

Yang is of Vietnamese origin. In 2008, when she and

her family went to the market in Yunnan Province,

which is near the border of Vietnam,

she and her niece were abducted by four men.

They were later sold to different places.

She also heard that there are many businessmen

specializing in human trafficking in Yunnan.

Shuangfeng County Zimenqiao Town is where

the group disappearance of Vietnamese brides took place.

It is common for some local divorces and older or poor men

to buy wives. The specific number of these brides is unknown.

Some villagers said there may be one or two hundred of them.

The authorities said that the specific figure is difficult to obtain.

Some township cadres said that the rural household

registration administration is chaotic,

seriously delaying the rural censuses.

However, according to the authorities』 Xinhua News reports,

due to the gender imbalance caused by

selective abortion and baby killings, by 2020, millions of Chinese

men of marriageable age will end up to be bachelors.

Some experts also analyzed that these bought marriages,

have fostered many social problems.
