【禁聞】浙江抗稅變地區衝突 傳政府支持

【新唐人2011年10月31日訊】浙江湖州市織裡鎮的萬人抗稅事件,已演變成地域性衝突!織裡鎮人矛頭指向安徽人借抗稅鬧事,禍及無辜百姓,大批織裡人戴鋼盔持鋼管,組成自衞隊漏夜守護家園,誓言對抗到底。但有報導指出,當地派出所向民眾派發鋼管等武器,外界痛斥當局,故意挑起兩地民眾武鬥,轉移政府與民眾之間的矛盾。

據《中國茉莉花革命》網站的報導,目前,織裡鎮到處都是特警、防暴隊、武警。政府發出通告將織裡分成5個區域,每個區最少配備300警力,一個小鎮光巡邏就超過1500人,形勢非常嚴峻。

《蘋果日報》指出,當地派出所向民眾派發鋼管等武器,外界嘩然,痛斥當局變相挑起兩地民眾武鬥。眾多企業因擔心情況不穩,暫時擱置復工計劃。另外,網民統計,事件中超過一百五十輛賓士、寶馬車被砸,另外卅萬元以下車輛被破壞約三百輛。

新塘曾縣維權人士張先生表示,政府及中共貪官與老百姓爭奪利益,產生了很多矛盾,但是,他們不能夠公開矛盾的根源,只能挑起本地人和外地人的矛盾。然後,借這個名義去鎮壓。

張先生:「一開始燒警車甚麽的,它們都不管,讓你們燒,讓你們搞,也不鎮壓,把這個情況搞起來了。它就可以對外說,你這整個事情就是那些暴徒,擾亂治安啊,也不是政府的錯誤,是暴徒有意搞破壞。 它發那個鋼管,實際上就是它這個政策的延續,原來那些普通老百姓他家裏沒有武器,你發這些鋼管他們就有工具可以繼續去打鬥,挑起這個矛盾,那麼外地人看到你本地人拿著鋼管,他們的怨氣就更大了。」

湖州市織裡鎮一位當地的業主告訴《新唐人》,引發外籍業主抗稅的原因是:當地政府今年對外地人徵收的稅款增加了許多倍,外地打工的人承受不了這麼高的稅收,所以抗稅。

湖州市織裡鎮當地業主:「抗稅的原因就是去年他們(安徽籍業主)加工廠100∼200塊錢一個人,今年要680(元人民幣),他們嫌錢太高了,價格(太高了)。一個加工廠他有5,6個人的話,就是說,每個人680塊錢。承受不了,沒有辦法啊,你不交的話,給你拉電,店商給你封起來。

維權人士陳樹慶表示,因為這些人目前生活各方面非常的不安全和沒有保障,再加上長時間的壓抑、艱難,心中都藏著一股怒氣和怨氣。

陳樹慶:「政府工作人員和政府的有些行為在不當的情況下,很可能就增加他們生活的艱難度,侵犯到他們的權利,加上他們的負擔,他們通常情況下忍無可忍的話,就會起起來抗爭。而且很多人都是一起去圍觀,有時候也會推波助瀾。有些人也借這個這個機會去發泄一下。」

安徽省檢察院前檢查官瀋良慶說,由於中共的財政是專制財政,因此弊端很多。

瀋良慶:「因為它不是民主財政,收那些稅,稅率該收多少,在徵收的問題上,它就不存在監督制約的問題,它就可以任意的徵稅。另一方面,在稅收的使用問題上,也同樣存在這個問題,因為不是民主財政的情況下,它也可以亂用。這些年來的稅收的增長,一直是超過國民生產總值的增長,一直超過GDP的增長。」

瀋良慶認為,稅收的增長超過GDP的增長,顯然是對國民財富的掠奪,而且這些錢取之於民,卻不一定用之於民,社會支出佔的比例很小,所以很不公正。

Local Government Encourages Zhejiang Tax Conflict

The protest by hundreds of thousands of people in Zhili town,

Huzhou city, Zhejiang Province in China against tax officials turned violent.

People in Huzhou city blamed the people from the

neighbouring Anhui province for causing the trouble,

and hurting innocent citizens

with the excuse of an anti-Tax protest.

Huzhou people wore helmets and held iron rods to defend themselves.

Resources said that local police supplied the iron rods and weapons to deliberately provoke conflict between the two sides, and thus diverted the conflict between local authorities and the citizens.

According to molihua.org, at present,

Zhili town is full of armed police.

The local authority issued a notice that

Zhili town will be divided into 5 districts, and

each district will have 300 police and over 1,500 patrols.

The situation is very serious.

“Apple Daily” newspaper reported that

local police supplied weapons and iron rods to people.

The public were shocked to hear this and

condemned the local authorities for causing the violence.

Many companies fearing an unstable situation,

postponed the planned re-opening of a factory.

The netizens』 statistics said that over 450 cars were smashed.

Human rights activist Mr. Zhang said that the

Chinese regime and corrupt officials were competing

with citizens』 interests causing many conflicts.

However, the officials can』t publicise the root of the conflict, and instead stir up problems between the local people and outsiders.

Then, they take the excuses to suppress protesters.

Mr Zhang: “The police didn』t care about the fact that cars were burning,

and just left it alone.

When the situation gets worse,

they can say the whole incident was caused by

mobs disturbing the peace, and they will say

the authorities have made no mistakes.

The police supplying iron rods are actually

a continuation of this policy.

The civilians have no weapons at home,

but once they got the iron rods they will

use them as a weapon and fight with,

making the outsiders even angrier.

A business owner from Zhili town, Huzhou City told NTD

that the reason for the anti-tax incident was that

the local authority increased taxes many times over for

outsider』s businesses this year,

and outside workers cannot afford such high taxes.

That is the leading cause of the anti-tax protest.

A Huzhou City business owner said: “Last year,

they paid RMB 100 to 200 yuan taxes per head,

but this year it was increased to RMB 680 yuan per head,

and that』s too high.

If the factory has 5 or 6 workers,

one has to pay RMB 680 yuan each,

and they can』t afford it. There is no way out,

as without paying the taxes, officials will cut off electric power,

and seal the shops.”

Human rights activist Chen Shuqing said that

workers don』t have secure life. In addition, they are

depressed and in difficulty, and so their anger accumulates.

Chen Shuqing: “In some cases the officials』 improper

behaviour is causing difficulties to people』s lives,

and violating human rights; people have more life burdens,

causing an intolerable situation, and they start to fight.

Many bystanders also take the chance to express their own anger.”

Former prosecutor Shen Liangqing said that

the Chinese Communist Party』s (CCP) fiscal finance

is a tyrannical system, with many corrupt practices existing.

Shen: “The CCP』s fiscal finance is not democratic finance,

it does not have supervision and control of the tax rate.

There is also the same problem when spending the taxes,

as it is not a democratic system, so they just spend the taxes as they wish.

Over the years, tax increases have exceeded GDP growth.”

Shen believes that tax revenue growth exceeds GDP growth, which

is obviously plundering national wealth.

The money is from citizens, but it does not benefit those citizens.

Social expenditure accounts for a very small proportion, and

so it is unfair.
