【禁聞】「拿下薄熙來」 喬石發揮作用

【新唐人2012年4月9日訊】最近,對中國政情有深入了解的美國資深撰稿人哥德爾斯(Nathan Gardels)發表文章認為,中共前全國人大常委會委員長喬石「發揮作用」,促使常委們決定「拿下」薄熙來。也有北京消息人士說,喬石最近致信胡錦濤和習近平,建議不要由公安部長當政法委書記,並抽掉政法委對法院的管轄權。

據北京消息人士透露,過去長期執掌中共政法機關的喬石,雖然退休不理政事,但一直對國家大事頗為關心,尤其對長期執掌的政法系統情況仍有了解。喬石對最近幾年由周永康執掌的政法委,非常不以為然。

《美國之音》報導,美國資深撰稿人哥德爾斯撰文表示,已退居二線的前政治局常委、人大常委會委員長、政法委書記喬石「發揮了作用」,政治局9常委才下定決心「拿下」薄熙來。至於喬石以甚麼方式影響了這次政治局常委會,還沒有詳細報導。

不過,《紐約時報》在3月29號也報導說,胡錦濤和溫家寶等人是在向所謂「元老」「請益」之後,才做出「拿下」薄熙來並調查他家人的決定。

《新紀元》週刊在一篇《喬石痛批政法委周永康》的文章中提到,喬石曾經批評,中國現在不但黨政不分,而且是以黨代政,甚至以黨代法,公安、檢察院和法院成了地方官員看家護院,他認為這是一種倒退。因此喬石最近寫信給胡錦濤和習近平,就改革政法委提出建議。

不過,哥德爾斯認為,雖然這次拿下薄熙來,是在喬石的作用下得以奏效,但是,他說,像「喬石這樣的元老們,有些事情他們能幹,也幹成了,但也有事情他們幹不成。」

美國時事評論員,中國問題專家張傑連﹕「喬石對江澤民鎮壓法輪功就是長期看不慣,但是由於退居二線以後手上沒有實權,所以也是乾著急,沒有辦法。這一次胡溫和江之間包括周永康『血債派』之間的矛盾,在十八大之前拿到檯面來充分的曝光出來,所以喬石現在出來協助胡溫拿下週永康,就是來彌補自己未能阻止江澤民鎮壓法輪功的這麼一個暴行。」

據了解,1998年大陸國家體育總局組織北京、武漢、大連及廣東省的醫學專家,對近3萬5千名法輪功學員做了五次醫學調查,證明了法輪功祛病健身有效率高於百分之98。當時,以喬石為首的老幹部也做了詳盡的調查,他們得出「法輪功於國於民有百利而無一害」的結論。

張傑連﹕「那個時候很多離退休幹部都在修煉法輪功,包括一些高層的親屬,他們也都在修煉法輪功,所以就對一些老幹部,對他們也進行了一些調查,江澤民看了(報告)以後,比較腦火了,因為他知道這個報告對他迫害法輪功,鎮壓法輪功相當不利,所以他又等待了一兩年時間。」

《新紀元》文章中說,喬石認為,現任政法委主要是「維穩」,但其實本身已經成為「製造不穩定」的一個因素。除了公檢法司之外,現在又有「維穩辦」、「綜治辦」,人員越來越多,經費越花越多,但這種單純高壓不是解決問題的辦法。

Qiao Shi’s Role Behind Bo’s Ouster

In a recent article, the U.S. senior journalist Nathan Gardels

said that Qiao Shi played the key role in ousting Bo Xilai.

Qiao Shi is the former head of National Congress Standing

Committee of the Chinese Communist Party (CCP).

Beijing sources disclosed that Qiao Shi recently wrote

to Hu Jintao and Xi Jinping with some suggestions.

Like the Minister of Public Security should not be the head

of the Political and Legislative Affairs Committee (PLAC.)

The jurisdiction of the PLAC over the judicial court

should also be removed, Qiao Shi suggested in his letter.

Beijing sources revealed that the retired CCP' security chief

Qiao Shi had always kept an eye on the PLAC’s operation.

Qiao was said to greatly disagree with how PLAC system,

headed by Zhou Yongkang, is led in recent years.

Voice of America refers to an article on the issue,

written by the senior U.S. journalist Nathan Gardels.

Gardels says, Qiao Shi is the “key among those elders” who

“made the decisive push to dismiss Bo” on a March meeting.

Before retiring, Qiao Shi was a member of Politburo's

Standing Committee and the PLAC’s head.

Gardels’s article does not reveal details

of how exactly had Qiao Shi influenced this key meeting.

The New York Times' report on March 30 also mentions

about Hu Jintao and Wen Jiabao team’s decision.

It says Hu and Wen decided to axe Bo and investigate

his family, after they “appealed to party elders for support.”

The Magazine Epoch Weekly published an article titled,

“Qiao Shi rebuked the PLAC and Zhou Yongkang.”

It said, Qiao had criticized the fact that CCP’s leadership

is inseparable from the government administration.

Moreover, the CCP’s leadership has replaced the law,

thinks Qiao Shi.

Public security, procuratorate and courts function as local

CCP authorities' guards, which Qiao see as a throwback.

Recently, in his letter to Hu Jintao and Xi Jinping,

Qiao Shi gave advices on reform of the PLAC.

Yet Gardels writes, “It is obvious that the Party elders like

Qiao have fallen short in some goals while succeeding in others."

Zhang Jielian (critic, China issues, US): "Qiao Shi has long

discontent with Jiang Zemin's persecution of Falun Gong.

But as a retiree, he hasn’t held any real power,

unable to do much but just being anxious there.

With the conflicts' exposure of Hu-Wen' and Jiang' cliques,

including Zhou Yongkang, "the blood-debt clan"' champion,

Qiao Shi stood up to support Hu-Wen, aiming at making up

for his failure to prevent Jiang' atrocity against Falun Gong."

In 1998, China’s General Administration of Sport reportedly

conducted five medical surveys related to Falun Gong.

It assembled medical experts from Beijing, Wuhan, Dalian,

and Guangdong to survey 35,000 Falun Gong practitioners.

The results showed that the rate of healing' and fitness'

effectiveness after practicing Falun Gong exceeds 98%.

Many CCP veterans led by Qiao Shi also participated

in this detailed investigation at that time.

They finally concluded, "Falun Gong has no harm,

but only benefits a lot for the country and the people."

Zhang Jielian: "At that time many retired CCP cadres were

practicing Falun Gong, including CCP top leaders' relatives.

So they carried out some surveys

with this group of people.

It is said that Jiang Zemin got enraged

after reading the survey report.

He realized this report was unfavorable to his launching

of Falun Gong’s persecution, thus he waited a few years."

According to Epoch Weekly, Qiao Shi said the PLAC

has been itself a factor of “creating instability”, though its main function is “safeguarding stability.”

Beyond the system of public security, the procuratorate

and the court, more agencies have been set up.

Such as, “Safeguarding Stability Office,”

and the “Comprehensive Regulation Office.”

This has resulted to more and more recruitment

of personnel and growing expenditures.

Yet Qiao Shi did not view this direct high-handed means

as a solution to the problem.
