【新唐人2011年4月11日訊】中國河北省石家莊市一樓盤建好卻不交屋,許多業主早在五六年前就繳了錢買了房子,至今卻無法入住,業主們向地方政府陳情也沒效果。近期,買屋業主被迫上街堵路抗議,當局則出動特警驅趕,抓走6人﹔交屋問題依然懸宕未解。
河北石家莊市劍橋春雨小區業主,上週日兩百多人一字排開,將體育大街一十字路口橫堵了起來,一個多小時的時間把原來熙來攘往的馬路,堵成了停車場。
抗議業主:「當時大概有二三百個業主到售樓部集合,想問問為甚麼原因沒有交房,然後大家的情緒比較激動,就上體育大街去堵路,現在就是通過正常渠道解決不了問題,只能通過這種比較極端的方式吧」
堵路當天開發商及政府官員都沒人現身,只有警察到現場暴力驅趕示威民眾﹔業主說,五、六年來陸續買房的人,很多都繳了上百萬,開發商卻一再推遲交屋時間。
業主:「拖了那麼長時間,開發商也不出面,政府也沒人出面,他們都不出來給我們解釋。」
目前該小區樓盤仍然繼續在販售,究竟何時才能入住,售樓小姐坦承,無法確定。
開源地產公司售樓小姐:「這個得看看驗收的進度,具體(可以入住)的日期現在還訂不下來,現在證件不全,現在驗收證還沒有呢。」
據業主介紹,劍橋春雨小區是2005年地方當局以城中村改造名義,強遷當地居民後所建成的,開發商在部分居民不同意搬遷的情況下,就開始賣樓了﹔有傳聞稱,地方當局因為土地出讓金沒談攏,不願核發驗收證,造成至今無法交屋。

Protests for Breach in New Homes Turnover
A constructed condo building in Shijiazhuang,
failed to turn over to the buyers who paid for their
condos 5-6 years ago, and still cannot move in today.
After futile appealing to local authorities, the buyers
took to the streets to protest. Riot police dispersed
protesters, detaining 6. The issue is still unresolved.
Last Sunday, over 200 condo buyers of a subdivision
in Shijiazhuang city blocked an intersection on
the Tiyu avenue, causing traffic on this busy street
to jam for over an hour.
A condo buyer: “About 200-300 people first gathered
at the sales office to inquire why the condos were not
delivered to them yet. They were so emotional that
they decided to take to the streets to protest.
Failing through a normal channel,
the buyers had to resort to these means.”
No developers or government officers showed up
on the day of protest, only riot police came to disperse
protesters. Some buyers said that they paid more than
RMB1 million over the past 5-6 years, but developers
repeatedly postponed the turnover day.
Buyer: “For such a long time, neither developer nor
government officer came to explain anything to us.”
The condos in this building continue to be sold,
but it is still unknown when the buyers can move in.
Condos salesperson: “When to move in depends on
the inspection and certification.
Owing to incomplete documentations,
the certification process is not completed yet.”
According to buyers, this subdivision was forcefully
demolished and rebuilt under the directions of local
authorities for downtown renovation. The developer
began to sell the condos even before a total evacuation.
It is said that the local government refused to issue
the certificate, as the developer still owed part of
land use fees, causing buyers to be unable to move in.
