【禁聞】缺工嚴重 臺商外移東南亞、印度

【新唐人2011年4月12日訊】近年來由於中國沿海省份缺工,許多臺商決定遷移。雖有臺商選擇搬到內地,但內陸省份同樣存在人力不足等問題。以廣東珠三角地帶的臺商傳統產業為例,許多臺商決定遷移到,近年來投資環境相對改善的印尼、孟加拉與緬甸等,人口較多的國家。

台灣《中國時報》4月9號報導,由於中國沿海地區缺工,受到衝擊最大的臺商製鞋業,近年來不斷傳出有廠商出走。而且不是遷到內陸,是決定外移到南亞或印度。

報導指出,曾在廣州中山、東莞與江西瑞昌設廠的合興鞋業,總經理陳啟安表示,因為廣東缺工,原本決定到江西投資,沒想到江西一樣缺工。預計招收三千人,最後只招到一千多人。中國缺工已成為全國性問題。「合興鞋業」考慮未來三年內,在廣東中山市的高級休閒鞋製造廠,將外移到孟加拉或緬甸。

此外,製鞋大廠台灣寶成集團,現今在印尼與越南廠的產能已超過中國,「寶成」計劃把孟加拉作為新的海外生產重鎮。而專門為耐克(Nike)代工的豐泰企業,則打算在印度設廠,未來可能取代中國的產能。臺企聯常務副會長黃良華的製鞋工廠,雖然把廣東佛山的生產線遷移到湖北,卻同樣招不到工人,原本規畫的十條生產線,最後只有二條能運作。

《中時》報導指出,雖然官方大力宣傳臺商前進內陸,但內陸地方政府承諾的多,跳票的也很多。有臺商私下透露,一些貼息、運費補貼與協助招工等優惠,只有大型企業才可能拿到,中小型臺商就別想了。

問題不只如此,比如一家在內蒙古投資的臺商,○八年全球金融海嘯陣痛還沒過,地方政府就急著把還沒開發的土地收回去,先前的承諾也大多跳票。也有臺商才到內陸投資不到三年,當地政府就開始追著臺商,追問怎麼還沒盈利?要趕快繳稅了。也有臺商因為建廠速度不夠快,內陸地方政府經常要脅,再不建廠就要把土地收回。就算想轉讓部分土地籌現金,也多被官方拒絕。

一家原本在廣東珠三角設廠的製鞋業老闆感嘆:中國沿海省份缺工人,內陸投資環境又不好,臺商會考慮搬到東南亞或印度設廠是很正常的。

China』s Labor Shortage

In recent years many Taiwanese businessmen are

relocating due to labor shortage around coastal areas

as well as Mainland provinces of China.

For example, many of them have relocated

from Guangdong to Indonesia, Bangladesh

and Myanmar, countries with better investment

environment and larger populations.

Taiwan's China Times reported on April 9, that

labor shortage around China』s coastal areas has

severely impacted Taiwan』s largest footwear industry.

Many manufacturers have moved in recent years,

not back to China but to South Asia or India.

According to the report, general manager Chen Qian

of Hexing Factory said, due to labor shortage in

Guangdong, he planned to invest in Jiangxi Province,

but Jiangxi had the same problem. He expected to

recruit 3,000 workers but hired just over

1,000 instead. Labor shortage is a national

issue. Hexing Factory in Guangdong plans to move

to Bangladesh or Myanmar within 3 years.

In addition, production capacity of Pou Chen Group,

a footwear maker in Taiwan, Indonesia and Vietnam,

is now greater than China. Pou Chen Group plans to

make Bangladesh the new overseas production center.

Winterthur Enterprises plans for Nike』s factories

in India. Huang Lianghua, executive vice president

of Taiwan Business Alliance, moved his shoe factory

from Guangdong to Hubei. But due to labor shortage,

only two of his ten production lines are operating.

"When" pointed out that, while Taiwanese officials

promote vigorous investing in mainland, local

governments in China left many broken promises.

Many Taiwanese say: “Only large enterprises

can get transportation and recruitment subsidies;

smaller companies are excluded from that.”

That is not the only problem.For example Taiwanese

invested in Inner Mongolia in 2008 when the pain

from the global financial crisis had not eased yet;

local governments were taking the undeveloped land

back and left many broken promises.

Sometimes local governments forced the Taiwanese

to pay tax before the gain was realized. They also

threatened to take the land back if factories were built

too slow. Even when the owners were willing to lease

some of the land for cash, they were turned down.

A shoe factory owner in Guangdong sighed:

“With labor shortage around coastal areas

plus poor investment environment in mainland,

relocation to Southeast Asia or India is quite normal.”
