【新唐人2011年5月16日訊】根據中共國家統計局發佈的「2010年城鎮工資」統計數據,年平均工資增長了13.5%到14.1%,超出GDP的10.3%和CPI的3.3%。職工工資增長似乎既跑贏了GDP,也跑贏了CPI。但有學者認為,中國工資統計存在嚴重缺陷,職工的工資長期“被增長”。
國家統計局是如何計算平均工資的呢?中國獨立學者劉植榮在《工資,何時告別“被增長”》文章中指出,國家統計局工資增長統計資料採用的是「平均數」。導致大多數職工工資長期“被增長”。而在工資統計中漏掉了最重要的“工資中位數”項目。
“工資中位數”就是把全國勞動者按照工資多少排隊,排在中間那個人的工資數就是「中位數」,大多數勞動者的工資與中位數接近,而並非與「平均工資」接近,平均工資要高出中位數。
劉植榮指出,“工資中位數”能反映收入差距。對國家統計局不統計這麼重要的一個資料,他表示非常不理解。
中國職工的平均工資不僅長期“被增長”, 中國勞動報酬佔GDP的比重也很低。劉植榮計算出2010年中國勞動報酬佔GDP的比重僅為18%。
根據國際貨幣基金組織發佈的報告,歐洲國家從1980年以來勞動報酬平均佔GDP的比重一直在63%以上,甚至印度也在40%以上。
草庵居士:“中國政府在最近二十幾年經濟發展當中,它片面強調出口,強調經濟發展,但是在發展當中,中國百姓並沒有在整個發展過程當中享受到經濟進步的成果,也就是說,雖然中國整個經濟是進步了,但百姓的生活並沒有提高,”
最近,有媒體報導,中國成為了奢侈品消費的第二大國。有錢人不僅購買天價豪宅、名車、名表、名酒、名包…等奢侈品,掃貨一直掃到巴黎、紐約。
美國賓西法尼亞大學沃頓商學院博士、現任香港中文大學講座教授郎咸平卻認為,中國其實是個消費力嚴重不足的國家。 因為中國人太貧窮。郎咸平認為,2009年,中國的薪資收入佔GDP下降到只有8%,比非洲還低。
郎咸平還指出,中國的每小時人均工資為0.8美金,位列全世界最後一名,泰國則接近2美金。並且,中國工人一年的工作時間高達2.200個小時,是全世界最長的。
朗咸平教授擔心,中國貧富分化嚴重,窮人沒有機會翻身,可能導致人民失去上進的希望,開始絕望。
《法國國際廣播電臺》的評論文章認為,中國貧富懸殊日益顯著對社會穩定構成巨大風險。文章說,貧富懸殊永遠都是孕育革命的火種,永遠都會讓窮人心懷不滿,讓富人和當局坐臥不安。

China』s USD0.8/h Wage Increased?
According to China』s National Statistics Bureau,
urban salaries increased 13.5% to 14.1% in 2010,
higher than the GDP 10.3% and CPI 3.3% increases.
Yet, experts say such salary increases』 statistics
have serious flaws and are misleading.
According to author Liu Zhirong, official figures
of salary increases were calculated
based on the “average,” not the “median,”
and couldn』t reflect the real salary situation
for the majority of workers.
Statistically, a salary “median” is found
by arranging all salary values nationally
from lowest to highest and picking the middle one.
Most of the salaries are closer to the “median”
and lower than the “average.”
Liu says a salary “median” reflects an income gap.
He does not understand why the Statistics Bureau
did not collect such important data.
Moreover, salaries and wages constitute only
a small portion of China』s GDP, a mere 18% in 2010,
according to Liu Zhirong』s calculation.
IMF reports that since 1980 the share of GDP
consisting of wages and salaries has remained
above 63% in Europe and above 40% in India.
Caoan Jushi: “In the past 20 years, China focused
on export and economic growth. But Chinese people
did not benefit from such economic growth.
That is to say, China』s economy has improved,
but people』s lives have not.”
China recently became the second largest consumer
of luxuries. Great fortunes are spent on luxurious
real estate, automobiles, clothing, etc.
Prof. Lang Xianping believes China lacks consuming
capacity because the Chinese people are poor.
In 2009, salaries and wages constituted only 9%
of China』s GDP, a number lower than that of Africa.
According to Prof. Lang, the average wage in China
is USD0.8 per hour, the lowest in the world;
while Chinese workers work 2200 hours per year,
the longest in the world.
Prof. Lang expressed his concern that income gap
may result in loss of motivation and desperation
among the Chinese people.
According to RFI, income gap in China poses
a great threat to the stability of society.
Such income gaps have often been a cause
of social turmoil and a trigger of revolution.
