【禁聞】大連萬眾怒吼顯威 迫當局江系讓步

【新唐人2011年8月16日訊】大連數萬市民8月14號發起遊行示威，在市政府前的人民廣場和平抗議，要求當局將「福佳大化公司」有毒的PX化工廠遷走，以及查辦引進這個項目的前大連市委書記夏德仁。迫於民眾的示威，當局承諾化工廠立即停產、搬遷。當晚，大批軍警武力清場，施放催淚彈，毆打驅趕示威者。

颱風「梅花」8號衝垮了大連「福佳大化」的防波堤，當地網民接連報料，有兩個PX「對二甲苯」儲備罐發生傾斜洩漏，附近一帶出現刺激性氣味。連日來，大連市民透過網絡和手機短訊，發起週日10萬市民抗議行動，效仿當年廈門市民「散步」抗議。

14號上午，大連市民紛紛舉家出動，聚集到人民廣場，打出各式標語橫幅，包括「我們要生存、我們要環境」、「PX不滾蛋、大連就完蛋」、「還我世代美好家園」等等。

還有女生流淚舉著標語「救救我的家鄉」，小朋友和老奶奶也拿著標語，有些人穿戴著「拒絕PX」的口罩、防毒面具和文化衫，眾人齊聲吶喊「PX滾出大連」。

據來自現場的消息，示威人數最多時約有7、8萬人。民眾提出四點要求：立即停產、宣布搬遷時間、追究責任人和媒體公開事件。

當局調集5、6千武警、特警，警察試圖阻攔遲來的示威者進入廣場，一度發生輕微衝突，最後警方放棄封鎖。警察又想抓拿橫幅的示威者，被民眾包圍阻攔。

期間，大連市委書記唐軍到廣場，站到警車頂上與民眾對話，承諾一定會搬遷PX化工廠。當民眾逼問搬遷期限的時候，他並不回答，台下民眾以噓聲回應、高喊「滾蛋」。

鄭義(中國環保作家)：「我想更多的情況下，當地官員做出這樣一種承諾，我想是他們為了現在要求安定團結、不要出任何事情，反正不菅怎麼樣，先把這次群體性的抗議活動平息了，以後再說。」

當晚，當局從瀋陽和丹東等地調來大批武警，武力清場，施放催淚彈，用警棍毆打不願離去的示威者，十幾人被拖入警車拉走。

15號，大連市區依然戒備森嚴，當局封鎖消息，微博網站則不停的刪貼，把「PX」、「大連」等設為敏感詞，無法搜索。

香港《蘋果日報》指出，大連一直是中共太子黨發家致富的重要基地之一。福佳PX工廠上馬，據稱是江澤民外甥夏德仁的重大政績。「石油幫」曾慶紅、賀國強、周永康等人，與前大連市委書記薄熙來、夏德仁一樣，都是江系人馬。

原福佳大化高管、高級工程師、政協委員：「中國本來就是接收了一些外國不願意接收的、影響環境的一些產品，我們中國才搞嘛。在國外有些產品搞起來，他們環保是通不過的；但是，大連這個建設也是環保局通過的，中國不管當地政府還是省級政府都是利益驅動的。」

大連8號發生潰堤後，央視等多名記者前往採訪，遭到化工廠員工圍攻毆打。《河南商報》報料，大連PX項目董事長威脅員工：如果放進一個記者，要你們的命。9號晚上，由名嘴白岩松主持的央視節目《新聞1+1》，在播出調查大連PX項目的預告片後，節目被緊急撤換。

韓曉剛(遼寧民主人士)：「實際上，之前大連市民並不知道自己身邊有這麼一個化工廠，潰堤之後、洩露之後，市民才知原來這還有這麼個東西，市政府瞞著市民搞這麼個工程，就上街遊行。」

國際規定有毒的PX化工廠必須設在城市100公里以外，而大連PX項目距離市區不足20公里。民眾表示，如果政府遷廠食言，他們會繼續抗議。

黃良天：「對大連人民的這些行為，勇於大膽的表示自己意志的行為，我們應該給予讚揚。如果大家都這樣，黨和政府就有所敬畏。」

英國《每日電訊報》指出，大連市政府週日決定關閉有毒化工廠，這一迅速讓步是顯示中國老百姓力量的一個罕見例證。這次抗議行動顯示了一個日益明顯的趨勢，就是中國的富裕階層在挑戰所謂「帶血的GDP」。

Dalian People』s Demands Met

On August 14, in Dalian City, tens of thousands of people

demonstrated on People's Square before Dalian government.

They demanded the government to move out

Fujia Chemical Company, the toxic PX chemical plant,

and investigate Xia Deren, former Dalian CCP (Chinese

Communist Party) secretary who introduced the project.

Under public demonstrations』 pressure, Dalian authorities

promised to immediately stop production and move it out.

During the night a large number of police dispersed

the demonstrators using tear gas and batons.

On August 8, Typhoon 『Plum Blossom』 crushed

Dalian』s Fujia Plant』s breakwater.

Locals said there might be two PX "xylene" reserve tank

leaks. And they detected irritating odor in the neighborhood.

To follow Xia』men people』s “walking protest,”

Dalian people launched a 100,000+ people protest on Sunday.

On the morning of August 14, Dalian people had families out.

They gathered in People's Square with banners,

which read, "We want to survive, we want a good

environment," "If PX does not go, Dalian is finished,"

and "Give me my beautiful home for generations."

Children and the elderly held banners too.

There was a girl in tears holding a banner "Save my home."

Some have “Deny PX” signs on their masks, gas masks and

shirts. The crowd was shouting in unison "PX out of Dalian!"

It』s said the largest number of demonstrators was about

7 to 8 million people. They put forward four demands:

immediate shutdown, announce the moving out time,

investigate accountability, and allow open media reporting.

Authorities sent 5000-6000 police to stop later demonstrators

from entering the Square, but minor conflicts ensued.

Finally police gave up the blockade. Later, police tried to

arrest banner holders but were soon surrounded by people.

During the demonstration, Tang Jun, Dalian CCP secretary

came to the Square.

He stood on a car and shouted to people, promising the

PX Chemical plant would be removed soon.

When people asked him when, he could not give an answer.

The audience booed him and shouted "Get out!"

Zheng Yi (environmental writer): "In many cases, local

officials』 making such commitments is to downplay the event

and keep the social stability. They try to calm people down

at any cost and deal with the matter later on."

At night, CCP sent police from Shanyang and Dandong City.

They cleared the Square by force.

They used tear gas, and beat demonstrators with batons who

refused to leave. A dozen people were taken away by police.

On August 15, Dalian City was still heavily guarded. The CCP

blocked news about this event, deleting relevant micro-blogs.

The words "PX" or "Dalian" were set as sensitive words

on search engines, so people cannot search for them.

According to Hong Kong』s Apple Daily, Dalian is a base

for high-ranking CCP officials』 children.

It has been said the PX Chemical plant was Jiang Zemin』s

nephew, Xia Deren』s “political achievement.”

The “Oil Gang” of Zeng Qinghong, He Guoqiang,

Zhou Yongkang, Bo Xilai and Xia Deren,

are all former Party Secretaries of Dalian,

and are Jiang Zemin』s gang men.

Former Fujia Chemical Plant high management member,

senior engineer and a CPPCC member:

"China has always accepted products which are damaging

to the environment that other countries are reluctant to take.

Those products won』t be allowed in other countries.

But the Chemical plant in Dalian received permission

from the Environmental Protection Agency. Either local

or provincial governments were profit-driven."

On August 8, when the Dalian breakwater burst,

CCTV and many other correspondents went to interview.

But they were besieged and beaten. Henan Business Daily

revealed that chairman of the Dalian PX project

threatened his staff that if they let in a correspondent,

their lives will be put at risk.

On August 9, when CCTV program, News 1+1, broadcast a

snippet of the Dalian PX project, it was immediately replaced.

Han Xiaogang (Liaoning Democrats): "In fact, Dalian people

didn』t know there was such a chemical plant.

It became known when the leakage happened. The Dalian

government launched this project keeping locals in the dark.

That』s why they took to the streets."

According to international regulations, toxic chemical plants

must be located 100 kilometers away from the city,

while the PX project is only 20 km away from the city.

Locals say that if the government doesn』t relocate the plant,

their protests will continue.

Huang Liangtian (former editor, People magazine): "These

brave acts of Dalian People, their courage to express their will

should be appreciated. If everyone is like the people of Dalian,

the CCP and government will fear the Chinese people."

The Daily Telegraph pointed out that the Dalian municipal

government decided to close the toxic plant on Saturday.

This quick concession is a rare case which shows

that the Chinese people』s power has won.

The protest shows an increasing trend of Chinese people

challenging the so-called "bloody GDP."
