【禁聞】美中官員「三公消費」顯高低

【新唐人2011年9月22日訊】美中兩國官員的「三公消費」成為大陸民眾聚焦的話題。美國新任駐華大使駱家輝搭乘經濟艙，副總統拜登訪華期間吃「79元的總統套餐」，這兩筆美國高官在中國的「三公消費」引來民眾的熱議。大陸新聞透露，中國一年的「三公消費」相當於390年美國大選的費用。請看報導。

《美中地帶》網站報導，美國公務員的「三公消費」受嚴格限制，想亂花納稅人的錢，根本不可能。除殘疾、趕時間等特殊理由外，出差不准坐頭等艙，一般只乘坐經濟艙。

報導分析，美國公務員出差以省錢為第一原則。出行存在嚴格的規範，除規定機艙等級之外，出差住宿標準也有規範，如：每年根據目的地物價指數調整住宿費用標準，北京每天257美元。美國各部門還爲員工提供出差「省錢絕招」。

「中國社會民主黨」中央委員會主持人劉因全表示，美國官員經過嚴格的選舉、考察產生，對選民負責，讓老百姓認可，才能贏得老百姓的支持和好感。加上美國的監督制度健全，因此決定了美國官員的價值觀。

劉因全：「 美國的制度是健全的，他有兩個黨的監督，有在野黨的監督，有國會的監督，有獨立的司法系統的監督，另外還有新聞系統的監督。美國的這種三權分立，兩黨制，互相監督，兩個黨互相監督，這種制度就保證了他的官員的清廉。 」

劉因全還表示，美國是一個言論自由、新聞自由的國家，只要官員犯了錯誤，調查屬實，媒體就可以報導。加上檢察和司法部門獨立，就可以對官員進行監察、罷免，甚至逮捕，所以美國的官員小心謹慎。然而，在中國大陸卻恰恰相反。

廣東省汕尾市「最牛煙草局長」陳文鑄，被舉報涉嫌多項腐敗。汕尾市委宣傳部調查發現，陳文鑄一年吃掉1200萬元，一次享用3、4萬元極品燕窩，一頓可以耗費8萬元美味佳餚，一天最多能讓13萬元山珍海味穿腸而過。

最近，湖北省委第六巡視組在秭歸縣巡視20多天，總共花費80多萬元。作為國家級貧困縣，2010年秭歸農民人均年純收入才3497元。官員巡視20天的開銷，相當於200多名秭歸農民全年收入的總和。

全國人大常委會辦公廳研究室特約研究員王錫鋅在《新聞1+1》節目中透露，中國的公款吃喝、公費出國、公車開支一年是19000億。佔行政開支的60%。

《美中地帶》把中國大陸官員的「三公消費」數額，和美國大選費用做了一個換算對比，結果是，中國政府部門一年的『三公』支出相當於390年的美國大選費用！

浙江民主人士鄒巍：「專制這個制度它為「三公消費」提供了一個大環境，就是提供了這個腐敗的場所。那麼，通過大陸的「三公消費」，美國副總統拜登訪華、和美國駐華大使駱家輝在中國的低廉的公務消費相比，形成了巨大的反差，這也是中國目前的制度，和西方發達國家的民主制度的優劣所在。」

鄒巍認為，在民主國家像駱家輝和拜登這樣的消費是正常的，但在中國大陸卻成了新聞，實際上恰恰證明了中國目前沒有真正的民主制度。

The accommodation spending limit is adjusted each year

based on the price index of the destination; Beijing is $257/day.

Many Departments in the US government also provided tips on

how to save money on working trips to employees.

Liu also said, there is freedom of speech and freedom of

therefore, US government officials are very careful.

However it is the opposite in Mainland China right now.

The department of Tabaco』s secretary in Shanwei Guangdong,

Chen WenTao, was being reported for a suspected number of corruption charges.

found out that Chen spent 12 million Yuan on food in 1 year,

he enjoyed 40,000 Yuan worth of highest grade Yan Wo

(edible bird』s nest) on a single occasion,

consumed 80,000 Yuan worth of luxury cuisine for one meal,

and spent 130,000 Yuan on exotic delicacies in one day.

Recently, Hubei Provincial sixth inspection teams visited

Zigui district for 20 days with spending totaling more than 800,000 Yuan.

As one of the poorest districts in the country,

farmers in Zigui district have a net income of 3497 Yuan for 2010.

The spending of those officials in 20 days equals the

total annual net income of more than 200 farmers in Zigui.

The "3 consumptions" of Chinese officials and Biden』s and

Locke』s visit to China contrast greatly,

demonstrating the difference between Chinese communism

and democracy in developed countries.

Zuo Wei believes, in democratic countries, spending like

Locke and Biden is normal;

however, it became big news in Mainland China,

which clearly shows China does not have a democratic system.
