【禁聞】深圳大亞灣核電 香港憂

【新唐人2011年3月25日訊】深圳大亞灣核電站多次事故隱瞞,被香港媒體曝光。事故包括2008年控制棒失靈,這讓毗鄰大亞灣只有50公里的香港民眾,十分擔憂。請看報導。

香港《蘋果日報》22號披露,深圳大亞灣核電站,隱瞞控制棒失靈事故三年。《蘋果日報》查找中國核安全局網站後得知,2008年核安全局測試時,2號機組核燃料裝卸儲存系統與控制棒同時出現故障物,控制棒運作被卡住。去年檢查蒸汽機時,發現機身留有橡膠圈和釘書釘等小異物。而核安全局的報告沒有提及失靈的控制棒數量及影響,也沒有顯示跟進報告。

香港理工大學電子及資訊工程學系講座教授胡仲豪認為,控制棒出問題會很嚴重。如果大亞灣因天災等因素停電,水壓冷卻系統失靈,那時候如果控制棒不能停止反應運作,大亞灣比日本的核災將更嚴峻。

原子核工程研究學者林川:“核反應堆主要是兩個重要的東西,一個就是控制棒;一個是冷卻,冷卻水循環。控制棒失靈的話,如果冷卻水出問題,那就會造成像日本核電站的地步一樣。”

香港《經濟日報》上週報導,核電廠位於沿海地區,都有遭到海嘯襲擊的潛在風險,一旦出事,不亞於日本福島核電站泄漏對東日(本)造成的損害。

林川:“建在海邊的這些核電站,都有這種風險。”

據了解,大亞灣核電站多年來對機件故障只字不提。去年10月23號發生洩漏事故,嚴重威脅附近居民生命,當局一直封鎖消息,延遲幾星期後,同樣是被《蘋果日報》曝光後才通報香港。

在日本核危機爆發之際,大亞灣核電廠的隱瞞,讓香港民眾疑慮再次升溫。中國一位不願意透露姓名的核電安全專家表示,核電廠出現事件,應該向公眾發佈的一定要上報和發佈,不能隱瞞不報,這也是安全上最大的大忌。但是,廣東環保廳廳長李清表示,廣東的核電專案絕對安全,不需要重新評估。

中國核電安全專家:“從我們做核電安全的角度講,絕對的安全是不存在的,所以對原來的安全性作重新評價是很有必要的。”

大亞灣核電站委任的諮詢機制港方成員溫石麟質疑,大亞灣核電站使用的國產燃料棒品質有問題,品管做得不好,他表示,核電站這些年來規模和資產不斷膨脹,一些不夠經驗的員工很快升上了決策和管理層,還要參與建設嶺澳和其他專案,他們只顧自己公司的利益。

《德國之聲》中文網認為,人們之所以對中國的核電站安全如此擔心,原因不僅在於核安全本身的技術問題,而是在於中國(共)的體制。

報導說,中國(共)封閉的體制缺乏透明度,各行各業的職業道德極其淡薄,職業規範極其疏漏;有那麼多的腐敗,有那麼多的假藥和有毒食品,有那麼多的豆腐渣建築工程,加上2010年1月19號,中國核工業集團公司總經理康日新,受賄人民幣660萬多元一案,更加使人們對中國核電站的安全表示擔心。

Hong Kong Worries for Chinese Nuclear Safety

Shenzhen's Daya Bay Nuclear Power Station

has concealed accidents on numerous occasions.

Hong Kong media exposed the incidents,

including the 2008 failure of the control rod.

The nuclear station, which is only 50 kilometers

from Hong Kong, is raising serious concerns.

Voice: HK's Apple Daily reported on March 22 that

the Daya Bay Nuclear Power Station concealed

the control rod failure for 3 years.

From China's Nuclear Safety Administration (CNSA)

website, Apple Daily found that the Unit 2

Nuclear Fuel Storage System and the control rods

both malfunctioned, and a control rod was stuck.

Last year, rubber rings, staples and other small things

were found in the steam engine. Yet, CNSA's report

does not mention the number and impact rod failure,

and there was no follow-up report either.

Professor Hu Zhonghao, Hong Kong Polytechnic Univ.,

said that problem in the control rod will be very serious.

If natural disasters or other factors cause power

outages and failure in water pressure cooling system,

then if the rod cannot stop the reaction, the situation

in Daya Bay will be more severe than what was in Japan.

Lin Chuan, a nuclear engineering research scholar,

Said, "Nuclear reactors have two important things:

the control rod and the cooling system to cool

the water in circulation."

If the control rod fails, and if the cooling water

system goes wrong, it will cause what happened

to the Japanese nuclear power plants.

Hong Kong's Economic Times reported last week,

nuclear power plants are located in coastal areas,

there is the potential risk of tsunami.

Any incident can cause damages, no less than

the damage due to the leakage at the Fukushima

nuclear power plant on the Eastern Japan.

Lin Chuan: "Any nuclear station built on the sea shore

would run such a risk."

Daya Bay Nuclear Power Station did not mention any

breakdowns for many years. On October 23 last year,

a severe leakage occurred, risking the lives of

surrounding residents. Authorities withheld the news,

only informing Hong Kong a few weeks after

Apply Daily exposed the incident.

In the wake of Japan's nuclear crisis, the Daya Bay

Nuclear Power Station incident raised public concern

in Hong Kong. An anonymous Chinese nuclear expert

said that nuclear accidents cannot be concealed for

'security consideration'. The public must be informed.

However, Li Qing, director of environment protection

in Guangdong said, the nuclear stations in Guangdong

are absolutely safe and there is no need for re-evaluation.

Nuclear Expert: "From the perspective of nuclear

security, absolute safety does not exist. It is necessary

to re-evaluate on previous safety setup."

Wen Shilin, a Hong Kong consultant to Daya Bay station

questioned, the nuclear fuel rods made in China had

inferior quality. He said, the scale and capital of this

station continued to swell these years. Some inexperienced

staff enjoyed a quick promotion to the management.

They were even asked to lead other specialized nuclear

projects. They only cared for the company interests.

Deutsche Welle said, the reason people are so much

worried about the nuclear safety in China does not

lie in the technical aspect of the nuclear safety, but

in the social system of the Chinese Communist regime.

Deutsche Welle said, the Chinese system lacked of

transparency and professional ethics. Professional

regulations are scarce. There are too many corruptions,

phony drugs, tainted foods and shoddy constructions

in China. On Jan. 19, 2010, General Manager of

China National Nuclear Corporation was convicted

for receiving 6.6 million yuan RMB bribery, heightening

people's worry on China’s nuclear safety.
