【禁聞】「黃金密檔」揭國民黨「保命本」

【新唐人2011年4月8日訊】1949年，國共內戰末期，蔣介石政權戰敗，幾百萬部隊撤到台灣，讓中華民國政府受到了沉重的經濟壓力。但是，當時的蔣介石政權居然挺過了那段動盪時期，這中間有甚麼秘密呢？正在台灣上映的記錄片「黃金密檔」揭開了這個謎。

在中華民國建國百年的時候，記錄片「黃金密檔」，揭開了1949年國民政府遷臺時，如何「搶運黃金」和「搶匯大戰」的經過。而中華民國政府就是靠著這些黃金和外匯，維繫了關鍵的生存命脈。

根據史料記載，國民政府遷臺，同時運來了357萬兩黃金，以及存放在美國、英國、印度等七個國家，相當於640萬兩黃金的外匯。

據了解，這些黃金主要用在：新臺幣發行準備金80萬兩，軍費172萬兩，政費90萬兩。中華民國就是靠著這些“保命本」，度過了那段遷臺初期的艱辛歲月，也才得以實現台灣經濟的騰飛。

密運黃金的核心人物，包括中央銀行總裁俞鴻鈞、蔣介石的大舅子宋子文和兒子蔣經國。俞鴻鈞是密運黃金的總企劃。密運黃金行動共有七次，所有的行動，都直接和蔣介石單線報告。

除了搶運黃金，在1949年國、共兩黨還有一波緊張的「搶匯大戰」。當時國民政府存在海外的外匯有3.84億美元，換算成黃金共640萬兩。曾經負責在香港執行“搶外匯”任務的董德成老人，生前受訪回憶說：「如果再晚一、兩小時，這些外匯就被共產黨凍結了”。

「黃金密檔」用動畫還原國民黨當年搬運黃金的歷史片段，由當事人口述那一段不為人知的過去，但是，見證的卻是國民政府潰敗的一段歷史。

丁雯靜（記錄片製作人）：「其實，我們就是有這個勇氣去面對這樣的歷史，而這些歷史當事人，他們的見證，留給後人是很重要的、而且是很珍貴的歷史材料。」

台灣敢於面對潰敗的歷史，中共當局是如何定性這段歷史的呢？

中共官方《新華網》曾以《蔣介石逃臺前偷運黃金內幕》為標題，介紹了這段歷史。那麼，按照中共的描繪，國民黨是否真的在“偷黃金”呢？當時誰是合法的政府呢？

著名律師郭國汀認為，中共從一開始就不是合法的政府。

郭國汀：「中共政權奪取政權很顯然是（採用）非法的手段，因為當時的國民政府是一個合法政府，而中共政權是在蘇聯的操控下，用武裝叛亂的方式來推翻國民政府的。」

因此，這批屬於國庫的黃金，當時的國民政府是有權力進行轉移搬運的。

郭國汀還表示，中共通過暴力奪取政權後，仍然依賴暴力、欺騙加恐怖，來維持政權，完全沒有人民自由同意的意志支撐，根本違背了國際法公認的「主權在民」的合法性準則，所以中共政權始終是一個非法政權。

Taiwan』s 『Gold Files』

When Chinese Civil War came to an end in 1949,

Chiang and his Nationalist Party army retreated

to Taiwan due to defeat, consequently suffering

financial difficulties, which he and his party

somehow lived through. Details have been unveiled

in a new documentary in Taiwan called 『Gold Files.』

During the Memorial Day celebrating

100 Years of the Republic of China (ROC),

『Gold Files』 told how ROC rushed to transport gold,

and the Foreign Exchange (FE) battle,

by which ROC maintained its life.

According to historical records, ROC carried

3.57 million taels of gold along their way to Taiwan,

together with the reserves of 7 other countries,

including U.S., UK and India.

These equal 6.4 million taels of FE gold.

Reportedly, this gold was mostly used

at New Tai Currency Reserve, military expenditure,

and administrative costs, with 0.8, 1.72 and 0.9

in millions respectively. Those were the key

support bases on which the Taiwan economy thrived.

Confidential gold transports were conducted by

Hongjun Yu, president of China』s Central Bank,

along with Ziwen Song, Chiang』s brother-in-law,

and Jing Guo Chiang, Chiang』s son.

Seven types of transport had been programmed,

all of which were directed along by Chiang.

In 1949, an intensive battle of FE took place

between ROC and CCP (Chinese Communist Party)

At that time ROC held 0.38 billion U.S. dollars

of FE reserve, which equals to 6.4 million gold taels.

De Cheng Dong from the Hong Kong』s mission,

mentioned in an interview, "With 1 or 2 hours delay,

CCP would have frozen all the funds."

『Gold Files』 dramatized those periods of history

through animation while narrated by witnesses,

only to represent a history of defeat for ROC.

Producer Wenjing Ding: "We have the courage

to face such a a history, and those concerned left

historical references that are so real and valuable."

The Taiwanese dare to face it. What about CCP？

CCP introduced this history with news entitled

『Chiang Smuggled Gold Prior to His Taiwan Retreat』

published by Xinhua, CCP』s official mouthpiece.

Was CCP right about ROC』s smuggling？

Who was the legal government at that time？

Renowned lawyer, Guoding Guo, suggested

that the communist party has been far

from any legal government, even at its beginning.

Guoding Guo: "CCP seized power illegally

from ROC, the only legitimate government

at the time. Manipulated by the Soviet Union,

CCP overthrew the ROC as an armed rebellion."

Thereby the ROC government of that time was

right to transfer the gold from the national treasury.

Guo thinks that the CCP has to rely on violence, lies

and terror for its governing, as after seizing power,

it had no support from the free-willed citizens. Such

government fundamentally violates international law

in terms of the principles of democracy.
