【禁聞】山東副省長傳貪560億 包養46情婦

【新唐人2011年12月3日訊】中紀委證實，山東省副省長黃勝涉嫌「嚴重違紀」，已遭免職，目前正接受調查。網上爆料，黃勝貪污90億美元巨款，包養46名情婦，有46處房產，家屬已全部移民海外。黃勝是今年第4名涉貪被查的省部級高官。網民憤怒的說，中共官場已爛到了極點。

57歲的黃勝，在山東省7名副省長中排名第五，主管教育、文化、衛生、廣播電視、體育、新聞出版等領域，他最後一次公開露面是在11月16號。

據透露，黃勝與一個月以前因貪被查的山東農業大學黨委書記苗仲華一案有關。另有消息說，今年5月因貪腐被判無期徒刑的山東德州財政局副局長王德才供出黃勝，黃勝主政德州期間，涉嫌賣官，縣長、局長有價，動輒過百萬元。

黃勝1972年當兵，84年任省委辦公廳秘書，95年起先後任德州市委副書記、市長、市委書記，2007年任山東副省長。

黃勝落馬的消息傳出後，民眾紛紛表示他早就該下臺了。網路上有人稱他為「黃三億」，還有人說他老婆幾乎壟斷了德州市的房地產業。但也有人說是他得罪了「貴人」。

山東維權人士李向陽指出，中共無官不貪，黃勝落馬絕不僅僅是因為貪腐。

李向陽：「這是中國領導的一個普遍現象，我們已見怪不怪了。其實，在中共體制內部，已把貪污不當一回事了，貪污啦、幾房姨太太啦，這些已經不是一個幹部的任免條件了。」

山東官場近年來屢傳醜聞，已有原省委副書記兼青島市委書記杜世成、省政協主席孫淑義、濟南市人大主任段義和、省政府秘書長張萬青等一大批高官，相繼因涉貪落馬。其中，段義和買兇殺害情婦滅口被處死刑，杜世成涉「公共情婦門」被判無期徒刑。

山東省陽信縣國土資源局邱海昌在官網發表文章，質疑黃勝貪污90億美元，折合人民幣560億元還多，認為不可能，因為山東德州是個窮地方。

但網友反駁說：「連個小信用社主任都能貪10億，省長貪500億也不多。貪污可不僅僅局限於財政收入範圍內，收受的賄賂也要算上的，開發商、地產商的進貢可不會計入財政收入內的。」

不過，邱海昌在文章中表示，黃勝包養46名情婦，有46處房產，這個是可信的。因為當今貪官包養情婦早已不是新聞，如張二江107個、羅蔭國100多個、許邁永99個等。

邱海昌指出，最巧的是黃勝包養了46名情婦，正好也有46處房產，並且這些房子應當都是開發商送的。

今年7月，前杭州市副市長許邁永被執行死刑，判決書上指控他在承建工程等方面，共貪污受賄1億5千萬元。而被稱為「房地產書記」的前杭州市委書記王國平，據爆料家產超過80億元，民憤極大，卻依靠巴結江澤民，去年初安然離任。

李向陽：「可以這麼說，共產黨的官僚系統，他們就是以腐敗養腐敗，通過腐敗來維持專制統治。上邊，任何官員以貪腐的名義被抓、被逮、被雙規，落馬他絕不僅是因為腐敗問題，肯定有別的問題。」

11月30號，中紀委書記賀國強針對十八大人事工作強調，要加強對地方各級領導班子換屆、擬提拔幹部的廉政考察，防止「帶病提拔」，要整治拉票賄選、買官賣官、跑官要官等問題。

今年，已有4名省部級高官被免職查辦，包括鐵道部長劉志軍、全國政協人口資源委員會副主任李元、四川副省長李成雲等。而江派廣東省長黃華華11月4號突然辭職的當天，廣東省委書記汪洋大談反腐敗，網民質疑意有所指，涉及權力鬥爭。

「透明國際」組織發表年度報告指出，在180多個國家中，中國腐敗指數下滑，位居第75，屬於高腐敗的國家。網民痛批中共製度性腐敗，反腐敗根本就是玩假的。而胡錦濤則警告腐敗威脅中共執政的危險性。

USD 9-Billion Corruption of CCP Shandong Vice Governor

The Chinese Communist Party’s (CCP) Central Committee

confirmed dismissal of Shandong Vice governor Huang Sheng

who was suspected of “severe disciplinary violations”,

the investigation is under way.

Online posts claimed Huang took bribes of US$9 billion,

kept 46 mistresses, owned 46 properties and his family and kin have all immigrated.

Huang is the 4th provincial level official related to corruption investigations.

The netizens said that the CCP’s corruption is the worst ever.

57-year-old Huang Sheng,

vice governor of Shandong Province,

in charge of education

, culture, health, radio, television,

sports and journalism.

He made his last public appearance on November 16.

Sources said that Huang Sheng was implicated in the case

of Miao Zhonghua, CCP secretary of Shandong Agricultural Univ. who was charged with corruption.

Another source said that in May, deputy director of

Dezhou Municipal Finance Bureau, Wang Decai,

who was sentenced to life in prison for corruption,

implicated Huang.

Huang was suspected of selling official posts during his reign

in Dezhou.

The position of county mayor or bureau chief may be

charged over RMB one million.

Huang Sheng joined the army in 1972, was appointed as

General Office secretary of CCP Shandong Committee in 1984.

Later in Dezhou city, Huang served successively as

local CCP deputy secretary, mayor andlocal CCP secretary.

In 2007, Huang was named as vice governor of Shandong.

Huang Sheng’s sacking provoked local residents comments,

labeling him as " Huang of RMB 300-million".

Sources say that the real estate sector of Dezhou is almost

monopolized by Huang’s wife.

Some say that Huang might offend the higher-ranking officials.

Shandong-based rights activist Li Xiangyang, believes that

all CCP officials are corrupt.

Huang Sheng’s sacking of power is not just due to corruption.

Li Xiangyang: "This is a common phenomenon in China.

We have got used to this. In fact, the whole CCP system has

taken corruption as a matter of course.

The issues like corruption or keeping a few mistresses are

no longer the barriers to the appointment of CCP cadres. "

In recent years, scandals in Shandong officialdom have

been frequently reported, triggering dismissals of a large number of corrupt high-ranking officials,

including Du Shicheng, former CCP deputy secretary of

Shandong and CCP secretary of Qingdao,

Sun Shuyi, chairman of CCP Shandong Political Consultative Conference,

Duan Yihe, director of CCP Jinan People’s Congress,

Zhang Wanqing, Secretary-General of Shandong Government

Among them, Duan Yihe was sentenced to death for hiring hit men to kill his mistress.

Du Shicheng was sentenced to life in prison for

involvement in a "public mistress" scandal.

An article published on the official website of

Land and Resources Bureau of Yangxin County in Shandong,

questioned the authenticity of Huang’s corruption of USD 9 billion,

equivalent to over RMB 56 billion, as Dezhou is a poor place.

Netizens retorted, "Even a director of small credit union can

bring in through corruption as much as RMB 1 billion,

for a provincial governor,

RMB 50 billion is not that much.”

"The corruption cannot be limited to fiscal revenues,

the bribes should also be counted.

The money contributed by the real estate developers aren』t

booked in the fiscal revenues."

However, the article says that it is believable that

Huang Sheng keeps 46 mistresses and owns 46 properties.

At present in China, it is very common for CCP official

to keep mistress,

such as Zhang Erjiang keeps 107 mistresses,

Luo Yin, over 100, Xu Maiyong, 99 and among others.

The article points out Huang Sheng’s 46 mistresses resided

at exactly 46 properties, indicating that the houses are likely contributed by the real estate developers.

This July, the former vice mayor of Hangzhou, Xu Maiyong,

was executed for corruption and taking bribes of RMB 150 million on construction projects.

Wang Guoping, former CCP secretary of Hangzhou,

known as " CCP secretary of real estate ",

is revealed to possess fortunes worth over RMB 8 billion,

provoking great resentment among civilians.

However, by purposely fawning on Jiang Zemin,

Wang resigned safely in early 2010.

Li Xiangyang: “In terms of CCP’s whole bureaucracy,

it uses corruption to raise the corruption, to maintain its dictatorship.

Now, any official may be arrested, caught or be given

double-designation status in the name of corruption.

But his sacking is definitely not due to corruption,

there must be another reasons behind it."

On November 30, He Guoqiang, secretary for CCP Central

Discipline Inspection Commission,

This year, four provincial and ministerial officials have been

suspended pending investigation,

including Liu Zhijun, former minister of the Minister of Railways,

Li Yuan, deputy director of Population, Resources and

Environment Committee of CCP Political Consultative

Conference, Li Chengyunm, Vice Governor of Sichuan.

On November 4, a member of Jiang’s clique, Huang Huahua,

suddenly resigned the post of Guangdong Governor.

On the same day, Guangdong Provincial CCP Secretary,

Wang Yang, had high level talks about anti- corruption,

Netizen questioned Wang’s remarks which had a specific indication,

related to the power struggles.

An annual report released by Transparency International

organization states that from over 180 countries,

China’s ranking fell to the 75th,

into a category of high-corruption.

Chinese netizens bitterly criticized CCP’s systematic corruption,

Its touted anti-corruption is simply a pretense.

CCP President, Hu Jintao, warned that the corruption is

threatening CCP’s ruling position.
