【新唐人2012年2月3日訊】上週四川甘孜州、阿壩州連續發生藏人被開槍打死的事件,中共媒體指責,那是由所謂「反華的分離主義分子」挑起的。不過,最近與四川相鄰的西藏局勢也趨於緊張,中共當局大肆增兵,用接近戒嚴的方式嚴查過往人員,事先抓捕了很多藏人。
中共媒體《中國日報》,2月1號援引四川省官員的話說,上週四川兩起衝突有兩名暴徒被打死,24名警員和消防員受傷。報導聲稱「那些騷亂和攻擊行動都是事先計劃好的,是由反華的分離主義分子挑起的。」
但藏人流亡組織駁斥了中共的說法,表示:警察先後三次向手無寸鐵的人群開槍,造成7名抗議者死亡。
西藏史研究學者李江琳:「他一直不承認自己的政策有問題,他一直不承認為甚麼藏人每一代都在反抗。就像廣東的烏坎,他也說是境外勢力。那與境外根本沒有關係,是由土地糾紛引起的,他也說是境外勢力。」
李江琳指出,中共對待西藏民族,從上個世紀50年代開始就有一個模式,就是:藏人一有反抗就鎮壓,鎮壓完了再悄悄的平反,再有反抗意見又高調鎮壓,以後又給些補償。
現在四川藏區的緊張局勢到了西藏。
《西藏日報》近期報導,中共拉薩市委書記齊扎拉要求公安部門,加強對寺院和道路的監控,特別是圍繞國道沿線、重點寺廟和重點人物。他宣佈,自3月1號起,凡進入西藏的人員,必須攜帶身份證方可進入。
有人揭示,在新年期間開車去拉薩,通過了18道安檢,途中還被武警攔下檢查行李、查看有無移動硬碟、光碟,連衣服內衣褲也搜查。而在進藏公路上有許多行駛的裝甲車和軍車。拉薩已接近軍管狀態,到處都是巡邏的軍警和裝甲車,警員都配發衝鋒槍。
CNN記者也試圖摸黑繞山路進入西藏,一路被公安跟蹤監視,更顯示西藏情勢的微妙。
北京憲政學者張博樹:「查這個證、查那個證件,其實正好證明當地的治安是有問題、正好證明當地政府在這些問題上缺乏足夠的信心。只是靠一種被動的、防範的這些措施、限制性的措施,不可能從根本上解決問題。」
張博樹認為,藏人長期的抗爭,與藏民的宗教、文化、政治基本權利沒有落實有關,管理者應該找自己的原因。
張博樹:「這些權利沒有得到充分的落實和保障,那麼發生不滿是正常的、提出一些意見甚至抗議也是正常的。這些現象的存在,應該促使當政者反思,究竟在少數民族地區,那些地方有問題。」
李江琳指出,藏人希望自治,這是衝突的根本原因。李江琳認為,中國只有民主化後才會有助於西藏問題的解決。
《西藏之聲》2月1號表示,西藏爐霍縣百名藏人遭到逮捕,拉薩百名藏人被集體帶走。
與此同時,藏區的緊張局勢,北京也受到影響。
日本《時事社》2月1號在報導中說,北京公安局發出緊急通知,要求旅館在藏族或維吾爾族人入住時,立即跟派出所聯絡。

Tension in Tibet Intensified as Massive Troops Nearly Impose Martial Law in Lhasa
Last week it was reported that Tibetans were shot to death
both in Garze and Ngawa Tibetan Prefecture, Sichuan Province.
The CCP government announced that the conflicts were
induced by the so-called “anti-China separatists.”
At the same time, tension in the Tibet Autonomous Region,
which is adjacent to Sichuan, is also growing.
The CCP has increased its troops in Tibet, and inspected
every person as if imposing Martial Law.
Many Tibetans have been arrested in advance.
On February 1st, the state-owned “China Daily” cited Sichuan
provincial officials when they reported that
two were fatally shot in the conflicts last week and
24 police officers and firefighters were injured.
The report claimed that, “those violent and aggressive actions
were conspired and provoked by anti-China separatists.”
However, the Tibetan government in exile denied the report,
saying that the police had fired against unarmed civilians, killing seven protesters.
(Scholar on Tibetan history, Li Jianglin):”The CCP never
admits that anything fault with its Tibet policy.
It never acknowledges the real reason why every generation
of Tibetans protests against the government.
As an example, the CCP also claimed protests in Wukan were
instigated by foreign forces.
But the event broke out due to land disputes and had
nothing to do with any outside-China factor.
Even so, the CCP still attributed it to foreign forces.”
Li Jianglin pointed out that the CCP has followed a uniformed
mode of behavior in treating Tibetans since the 1950s.
That is, suppressing all the revolts in public and doing
rehabilitation afterwards secretly.
It will continue to suppress once more protests break out,
and again make compensations afterward.
The tension in Tibetan prefectures of Sichuan has spread
to Tibet.
A recent Tibet Daily report wrote that the Lhasa Municipal
party committee secretary, Qi Zala, has commanded the
police department to strengthen control over temples and
roads, especially around national routes, famous temples and key persons.
He announced that from March 1st on, any personnel
coming into Tibet must bring an ID card.
An unknown source revealed that he was inspected 18 times
by security forces when he drove to Lhasa during the Chinese New Year.
The armed police searched his luggage and
even his underwear for external hard drives or discs.
Armored cars and military vehicles could be seen on the
roads into Tibet.
Nearly the entire city is of Lhasa is taken by the military,
with patrolling police equipped with submachine guns and armored cars everywhere.
A CNN journalist attempted to enter Tibet via a back road in
the darkness, nevertheless was tracked by the police.
This further affirms the tense situation in Tibet.
(Beijing constitutional scholar Zhang Boshu):”ID cards are a
requirement to enter Tibet;
this indicates that the local order is in a bad situation and
furthermore, the local government has no confidence to solve the problem.
It is impossible to change the situation with only passive-
aggressive, restrictive measures.”
Zhang believes that the Tibetans' long-term protests result
from their lacking of fundamental rights in religion, culture and politics.
The governors should look inward to deal with the conflicts.
(Zhang Boshu):”Without these fundamental rights being
protected, it is not strange for Tibetans to complain, blame, or even protest.
The governors should learn from these events and think
about the problems in minority areas.”
Li Jianglin commented that Tibetans are looking forward to
real autonomy, which contradicts the CCP's basic tenants.
Li believes the only solution to Tibet's problem is
democratization of China.
On February 1st, Voice of Tibet reported that hundreds of
Tibetans were arrested in Luhuo County.
Another hundred were brought away
by the authority in Lhasa.
The tension in Tibet has also influenced the situation
in Beijing.
Japan's Jiji Press reported on the same day that the Beijing
police department has issued an urgent order,
requiring all the hotels to notify the local police precincts
when any Tibetan or Uyghur checks in.
