【禁聞】2.42億未計入上海世博會運營收入

【新唐人2011年10月20日訊】十一長假前夕,上海市政府發佈報告說,去年世界博覽會實現利潤超過人民幣10億元。但報告也說,世博會門票銷售收入和贊助費當中,大約2.42億元的現金沒有計入運營收入。

政府審計機構的審計結果表明,世博會運營收入纍計為130.14億元,由於門票收入、特許經營權收入、場館出租收入等好於預期,而實際支出較預算略為減少,上海世博會運營收支結餘為10.5億元。

審計結果還顯示,在上海世博會的運營收入中,門票收入佔最大比重,共計73.55億元,約佔運營總收入的56.52%﹔其次佔較大份額的是贊助收入,達39.73億元。

美國《華爾街日報》中文網10月18號發表James T. Areddy評論文章,文章指出,審計人員說,2.42億元的現金贊助和門票收入從未到達世博會官方賬戶,可能是部分贊助商食言,也有可能是「這些資金在路上被人截留了」。報告估計,另外4800萬元的實物捐贈沒有適當記入營業收入,說明可能還存在其他的欺詐行為。

經濟專欄作家,北京師範大學MBA導師段紹譯:「它有很多費用都不好說的,很多錢是浪費了。因為世博會很多的門票,進去參觀的人不是老百姓自己花錢的,很多是公款消費。」

據這次審計,政府承認,修建、運營5.28平方公里世博園,所用的人民幣197億元成本超出了預算。

審計報告還說,與世博會閉幕後清理工作相關的另外3.5億元沒有算進成本中。如果算進去,想必會讓運營收入減少三分之一左右。

據了解,中共有很多經費沒有列入審計,《華爾街日報》這篇《審計上海世博會 2.42億收入不知去向》的作者最後也表示:上海市政府採取的會計“成本”策略,沒有計入活動舉辦前城市改造所花的數百億美元資金,像新建的地鐵線和航站樓,以及極其嚴格的安保費用等。

9月27號上海地鐵追尾事故的10號線,就是“開往世博的地鐵”中的其中一條線路。

同時,那些因世博會遭到動遷的上海居民,至今不但沒有拿到當局合理的補償與安置,甚至,還受當局嚴酷的打壓。

上海維權人士:「去年世博會,應該是民間的科技交流的,但是政府把它搞成政治的。就把我們﹙維權人士﹚軟禁的軟禁、關押的關押、坐牢的坐牢,給我們帶來的應該是傷害很大的。坑了我們的財產不算數,國家的資金和財產給他們﹙官員﹚盜空了。」

上海維權人士二:「房子也沒有了、商鋪甚麼都被他們搶光了,至今沒有一分錢安置。」

上海維權人士三:「他﹙當局﹚就是騙騙你,如果要開會了,他就騙騙你,然後會開好了就結束了,沒有人睬你,他也不管你吃也好、喝也好、住也好,甚麼事情都不管你。他就是騙了我們老百姓,再應付上面的領導。」

《華爾街日報》認為,世博會一般不賺錢。正是因為虧損等原因,美國國會拒絕授權國務院花錢參加世博會。

報導還說,根據這份審計報告,17億元的超支額度當中,有很大一部分是因為上海替那些不願投資的國家出資修建國別展館,因而承擔了損失。而很多國家在他們國家的展館上花費了大量資金,所以上海決定永久保留這些展館。

RMB 242 Million Missing From World Expo Revenue

Before October 1, the Shanghai government announced that

last year's World Expo generated over RMB 1 billion profit.

It has been reported that around RMB 242 million in ticket

income and sponsorship is missing from the operating revenue.

Government audit shows RMB 13 billion net operating income

due to higher revenue from ticket sales, franchise income, rental income and other venues.

Also the actual expense was slightly less than planned.

The final balance of the World Expo was RMB 1.05 billion.

Audits show that ticket income accounts for a big portion at

RMB 7.35 billion, which is around 56.5% of total income.

The second largest is sponsorship, around RMB 3.97 billion.

Wall Street Journal wrote on October 18, that as per auditors,

around RMB 242 million haven』t entered the official account.

These money were from cash donations and ticket income.

This could be due to some sponsors not keeping their word,

However, some might have also been withheld along the way.

The report estimates that, around RMB 48 million in material

donations were also not included in the operating income.

It is likely that other deceptive practices were involved too.

Duan Shaoyi (Economic Columnist): "Much of the costs

are hard to pinpoint, a lot of money were wasted.

A lot of money in tickets were not paid out

from individual pockets, but were paid by official accounts."

In this audit, the government admits that the construction and

operation of the 5.28 sq. km. Expo park cost RMB 19.7 billion, which exceeded the planned budget.

Auditors also said that clean up costs would be another

RMB 350 million, which is not included in the cost.

If added, the actual operating income will be reduced

by around a third.

According to several sources, much of the costs

were not included in the audit.

'242 million Missing from Shanghai Expo Income'

mentioned that the "cost" calculation did not include

the tens of billions Shanghai spent to build new subways, airport terminals, security, and other costs.

Shanghai's subway Line 10, which had a collision on

September 27, is one of the lines constructed for the Expo.

At the same time, the Shanghai residents who were forced

to relocate still have not received compensation.

Even now, they are being heavily persecuted by the regime.

Shanghai human rights activist: "The World Expo last year

was suppose to be a private exchange of science and technology, but the regime made it political.

It put us (human rights activists) under house arrest, detained,

or even jailed, which brought a great deal of damages to us.

They not only took our properties,

but also robbed all of the national treasury money."

Another human rights activist: "(My) home is gone,

my business is robbed, and I have no money left."

A third human rights activist: "He (the Chinese official)

is deceiving you. When there is a meeting, he lies to you.

Then after the meeting, he completely ignores you.

He doesn't care if you eat, drink, or if you are even alive.

He doesn't care about you at all.

He only lies to common folk to answer to those above him."

The Wall Street Journal expressed that the World Expo

doesn't usually make money.

It was due to financial losses and other reasons that

the U.S. Congress refused U.S. participation in the Expo.

According to the audit report, from the RMB 17 billion

over budget amount, was much due to Shanghai spending money on exhibitions for countries not willing to invest in the Expo.

Some other countries spent a lot of money on the exhibitions,

so Shanghai decided to preserve these exhibitions permanently.
