【新唐人2012年3月12日訊】中共黨校一直以來很少對外公開，給外界以神秘的印象。日前，中央黨校辦公廳主任羅宗毅接受了台灣媒體的專訪。他介紹，中共提拔幹部，規定須經過相應職級黨校的培訓。有學者表示，中共用所謂黨性和無神論從思想上改造官員，黨校只是強化統治的工具，但這個工具卻令中國社會腐敗成災，道德淪喪。
兼任中央黨校新聞發言人的羅宗毅，在接受「旺旺中時」媒體集團專訪時介紹，中共黨校是一所培訓、輪訓中共中高級領導幹部的學校，也是黨中央的一個部門。黨校分為四級，分別是中共中央黨校、省級黨校、地市級黨校和縣級黨校。全國的黨校加起來將近3000所。
羅宗毅表示，中央黨校和一般高校的最大不同點，是在培養對像和教學內容、教學方式上。黨校是以所謂「中國特色社會主義理論」體系為中心，通過對馬列主義和毛思想的學習，加強崗中高級領導幹部的黨性。並承擔宣傳中共思想理論的任務。
「中國社會民主黨」中央委員會主持人劉因全認爲，黨校是一個把政治擺在首位的所謂「學校」，其實是個怪胎。
「中國社會民主黨」中央委員會主持人劉因全：「這是從根本上，從思想上，觀念上來改造共產黨的幹部，來奴化共產黨的幹部，讓他們完全按照共產黨的意識形態來思考、來做事的一個工具。」
羅宗毅坦言，黨校是黨政官員陞官的跳板，因爲中共幹部提拔有規定，一定要經過相應職級黨校的培訓，才能晉升。
「河北工程大學」副教授王剛：「設立這個學校就是要專門宣傳它們獨特的價值觀，它們所謂的社會主義、共產主義、黨性。而且也算是進入特權階層的一個通行證，或者是一個程序。」
「河北工程大學」副教授王剛還表示，當局最看重的是黨性，在這種體制下，黨校的強化灌輸對官員的晉升就顯得尤爲重要，否則不管哪個名校畢業，有多高學位都沒用。
王剛：「就是讓你腦子就是那套思想，這是最爲有效的統治辦法。那麽一個是讓老百姓，關鍵是成了領導幹部的都要有這種思想，要真正的信仰這套東西，只有這樣它們才認爲這個人可靠。」
羅宗毅在接受採訪時還聲稱，中央黨校非常重視反貪腐問題，有專門安排如何堅持黨性修養和防止腐敗的課程。
不過有評論認爲，黨校恰恰是鍛練腐敗分子的地方。
去年9月份，一餐吃掉8萬多元的炫富「八萬哥」就數次提到，上中央黨校就是吃喝、陪公安部的領導喝酒。
劉因全：「你看現在共產黨的幹部就講唯物主義啊，不信神啊，他們一切就是向錢看，看物質，就培養出這麽一批人了。上行下效，幹部這樣呢，也就把整個社會就毒化了。」
劉因全還表示，正是中共的無神論宣傳和通過黨校對幹部的所謂「黨性教育」，令中國官員甚至整個社會腐敗成災，道德倫喪。

Specialists Say it is a Weird School to Enslave People
The CCP Party School seems mysterious to outsiders
since it is never open to the public.
Recently Luo Zongyi, Director of the CCP Party
School, was interviewed by Taiwan media.
He introduced that all officials have to go through
corresponding training from the Party School before they are promoted to a certain rank.
Some scholars think that the CCP tries to infiltrate officials’
minds with Party spirit and atheism.
The Party School is used as a tool for the CCP
to reinforce its governance.
However, this tool has caused a disaster with corruption
and moral decay in China.
In the interview, Luo Zongyi introduced to the media that the
CCP Party School is a training school for senior leadership.
The School is also one of the departments of China’s regime.
The Part School has four ranks:
CCP Central Party School, Provincial Party School,
Municipal Party School and County Party School.
There are about 3,000 Party Schools altogether in the country.
Luo Zongyi pointed out Party Schools are totally different
from other colleges in China.
The students being trained, the teaching content
and the teaching methods are all different.
The Party Schools are directed by the theory of
“socialism with Chinese characteristics”.
Through the study of Marxism-Leninism and Mao’s Thoughts,
they reinforce the Party spirit of the officials in China.
The officials then assume the tasks
of propagating the ideology of the CCP.
Liu Yinquan, the moderator of China Social Democratic Party,
thinks that
the Party School is a “school with politics
being put in the first place. It is actually weird.
Liu Yinquan: “The Party School is to transform CCP officials
ideology, their minds and their perceptions.
It is to enslave CCP officials by making them completely
think and doing things in communism ideology.”
Luo Zongyin pointed out that the Party School is the
springboard for CCP officials to get promoted.
According to regulations on promotion of CCP officials,
all have to go through Party School training beforehand.
Wang Gang, Associate Professor from Hebei University
of Engineering commented.
“The establishment of the Party School is to propagate
the unique values of CCP.
The so-called socialism, communism and party spirit.
The Party School is also the pass
to the privileged class in China.”
Wang Gang thinks the Chinese regime puts Party spirit as top
priority.
In this regime system, it is very important to infiltrate officials
minds with party spirit through Party School enforcement.
They don’t care which university you’ve graduated from
or what degree you have.
You have to go to CCP Party School before you get promoted.
Wang Gang: “The Party School is to infiltrate your mind with
CCP ideology. This is the most effective way of governance.
It is to train ordinary people, especially officials, to have CCP
ideology and believe in this ideology. Only in this way they think this person is reliable.”
In the interview, Luo Zongyi claimed that the Party School
takes anti-corruption very seriously.
There are some special courses about how to stick
to party spirit and prevent corruption.
However some analysts think that the Party School is the
place that trains people how to be corrupt.
Last September, a person showed off about having a meal
worth 80,000 Chinese Yuan in the Party School.
This person mentioned many times that life in the Party School
is just about eating and drinking.
They also said it was about accompanying Public Security
officials to drink.
Liu Yinquan: “Nowadays CCP officials only speak
of materialism and don’t believe in God.
The only thing they care about is money.
If officials behave like this, ordinary people will follow suit. In the end, the whole society has decayed.”
Liu Yinquan: "It is CCP’s propaganda of atheism and the
‘party spirit education’ that caused the disaster of corruption and moral decay in China.”
