【禁聞】追查國際﹕中國統促會是中共機構

【新唐人2011年7月7日訊】追查迫害法輪功國際組織(追查國際)近日在網站上發佈了一個最新的調查報告，指出分佈在海外各個國家的所謂民間機構---中國和平統一促進會, 它的真面目是中共統戰部直接隸屬的一個的統戰機構，並且作為中共海外統戰攻勢的主導。

這份最新的調查報告標題是：關於以中國和平統一促進會為主導的中共統戰攻勢。追查國際發言人汪志遠表示，這個中國統促會完全是中共的機構：

“在中國統促會的會章裡面、文件裡面，沒有一條說怎麼樣為當地社區的民眾做甚麼，而都是講的服從中國共產黨的領導下。它對外聲稱是為了爭取和平統一台灣而在世界各地建立的民間組織，但是通過我們追查國際調查，它事實上是屬於中共中央直接操控的隸屬於中共中央統戰部的一個統戰機構。”

調查報告指出，作為海外統戰運作的平臺，這個於1988年成立的統促會海外各分部所承擔的任務相當明確：一是“融入當地高層政治”；二是“影響主流社會”。到了 2004年9月27日，該會直接由中共中央出面操控，直屬中共中央統戰部（The United Front Work Department of CPC Central Committee)管理。中國統促會現任會長是中共中央政治局常委、全國政協主席賈慶林，副會長是中共中央統戰部部長劉延東。

汪志遠介紹，目前中國統促會已經遍佈全球很多國家和城市：

“中共在全世界的戰略統戰的滲透和擴展，已經達到了相當嚴重的地步。它的活動造成的影響是觸目驚心的。但是它這些活動是在一個和平的煙幕掩蓋下進行的，還不完全被人們所知道。”

汪志遠表示，中國統促會章程中自稱是 “非營利性民間團體”，以非政府組織(NGO)的形式在所在國活動，但是背後完全是為中共做事。

“在這之前不久，美國的FBI逮捕的這個曾受北京培訓的特務，還有在三年前中共操控紐約法拉盛的華人社團，對法輪功學員進行的大規模的暴力恐怖事件，以及延伸到現在的攻擊件，都說明瞭中共在海外的這方面的滲透，威脅已經相當嚴重了。”

汪志遠認為，各國機構已經開始重視中共的滲透，例如美國聯邦調查局(FBI)今年7月1日剛剛逮捕了芝加哥親共僑領楊春來。

“其實這個人擔任中共在海外的代理時間已經比較長了。在2008年5月15日追查國際的調查報告中，我們就作為一個重點調查對像，揭示了一些他為中共代理所做的一些事情。這次美國FBI三年以後對他實行了逮捕，認定了他，進一步證實了這個事實。”

WOIPFG: CCPPR is CCP』s agency

World Organization to Investigate the Persecution of

Falun Gong (WOIPFG), in a new investigative report,

revealed that the self-claimed NGO with branches globally,

China Council for Promotion of Peaceful National Unification

(CCPPR), is directly under the United Front Work Department

of the Chinese Communist Party (CCP)

and the predominant force of its overseas united front offensive.

WOIPFG』s latest report is titled:

“CCP』s United Front Offensive is led by CCPPR”.

WOIPFG』s spokesman Wang Zhiyuan said that

CCPPR is an organization of CCP.

WOIPFG spokesman Wang Zhiyuan:

In CCPPR』s mission statement and documents,

there is no mentioning of serving the local communities.

CCPPR only promotes yielding to the CCP』s leadership.

It claims to be a NGO promoting China』s peaceful reunification.

However, through WOIPFG』s investigations,

CCPPR has been revealed to be a united front organization

under the direct leadership of

the CCP』s Central Committee United Front Work Department.

As a platform for the CCP』s united front overseas operation,

CCPPR was established in 1988 with two clear missions:

First, "to penetrate into the local high-level politics";

second, "to influence the mainstream society."

On Sep. 27, 2004, CCPPR became directly controlled by

the United Front Work Department of CCP Central Committee.

The current chair of CCPPR, Jia Qinglin, is a member of

the CCP Central Committee Politburo』s Standing Committee.

CCPPR』s vice president, Liu Yandong,

is the head of the United Front Work Department.

Wang Zhiyuan said that CCPPR operates in many countries:

"The penetration and expansion of the united front strategy

have reached a very serious point.

The impact of its activities is shocking.

However, these activities were carried out secretly.

So they are not yet known by people.”

Wang Zhiyuan said, CCPPR claims to be a non-profit NGO

and it functions as a NGO in its host countries.

However, behind people』s backs, it works for the CCP.

"Recently, the FBI arrested a Beijing-trained spy in the U.S.

3 years ago, CCP-manipulated Chinese people in Flushing,

New York, terrorized and attacked Falun Gong practitioners.

These indicate that the CCP』s overseas infiltration and threat

have become quite serious. "

Wang believes that institutions in various countries have

started to pay attention to the CCP』s infiltration.

For example, the FBI recently arrested Yang Chunlai,

a pro-CCP overseas Chinese community leader, on July 1.

Wang said, "Yang has long been an overseas agent of CCP.

In an investigative report published on May 15, 2008,

WOIPFG revealed some of his activities as a CCP agent.

3 years later, the FBI identified and arrested him.
